Allegations that Australia is funding death squads in West Papua have brought the troubled province back to Australian attention.

Blanket denials by both Indonesian and Australian governments – standard policy for such reports in the past, no longer cut the mustard.

The killing of Papuan activist Mako Tabuni by Indonesian police was for Jakarta a legitimate operation against a violent criminal shot while evading arrest. That Tabuni bled to death from his untreated wounds while in police custody did not rate a mention.

The Australian response was more measured. Foreign Minister Bob Carr took the allegation that Tabuni had been assassinated seriously because the partially Australian funded and trained elite anti-terrorist organisation, Densus 88, was accused of playing a role in the killing.

For once there was a direct Australian connection to the human rights abuses that have been happening in West Papua for decades. Australian taxpayers may indeed be helping to fund Indonesian death squads. Carr called on the Indonesians to make a full inquiry into the affair.

The Indonesian response was to appoint Brigadier General Tito Karnavian as Papua’s new Police Chief. This sends the clearest possible message that Jakarta intends to deal with the Papuan separatists’ insurgency with lethal force, rather than diplomacy and negotiation.

Many activists have been arrested and a concerted effort is underway to break the back of the urban based, non-violent Papuan rights organisations, such as Tabuni’s KNPB (Komite Nasional Papua Barat).

Independence favoured

Most Papuans would favour independence over Indonesian occupation.
This is a recipe for ongoing military operations, repression and human rights abuse as the Indonesian military and police hunt down “separatists”.

This seems to suit most players. West Papua is the Indonesian military’s last zone of exclusive control after the loss of Aceh and East Timor.

It is a fabulous prize to control as extensive (legal and illegal) logging, huge mining projects and massive development funds provide rich pickings for those in control, while incoming migrants are drawn in by economic opportunities unavailable elsewhere.
It is really only the Papuans who are suffering in this massive free-for-all.

The plight of the Papuans is slowly but surely seeping into the global consciousness. While modern technology allows West Papua’s riches to now be exploited, it also allows the stories and images of Papuan suffering to emerge. Increased Indonesian militarisation and repression only exacerbate this trend.

New East Timor?

This is the same trajectory that East Timor’s long struggle for freedom followed: an overwhelmingly dominant military on the ground but a growing sense of outrage within the international community, especially in the Western nations.

This led Indonesia to be treated almost as a pariah nation and underpinned East Timor’s rapid shift to independence in the wake of Suharto’s fall.

While no other nation supports West Papuan independence, except Vanuatu sporadically, and the rule of the Indonesian state appears unassailable, a dangerous dynamic is developing.

As the situation in West Papua deteriorates, human rights abuses will continue, with the very real prospect of a dramatic increase in violence to genocidal levels.

The ingredients are there: stark racial, religious and ideological differences coalescing around a desire for Papuan resources and Papuans’ land, on one hand, and independence on the other. Indeed many Indonesians, as well as the Indonesian state, already view Papuan “separatists” as traitors.

This should rightly concern Australians (and New Zealanders): the country is in a quasi-military alliance with Indonesia through the 2006 Lombok Treaty.

Australia is a player, albeit minor, in these events. When there is a divide in the opinion of the political, military and bureaucratic elite, and that of the wider population, as occurred in Australia over Indonesia’s occupation of East Timor, the majority view tends to eventually prevail.

Papuan sympathy

And the majority view, formed by such programmes as the ABC 7.30 Report, is moving to one of sympathy for the Papuans and antipathy towards Indonesia for what many see as a re-run of East Timor’s disastrous occupation.
This does not bode well for relations between the two countries.

Indonesia runs the risk of having its widely heralded democratisation process stained by the Papuan conflict.
There is also the fact that while West Papua remains a military zone the Indonesian army will continue to be unaccountable and largely outside of civilian control, stymieing anti-corruption efforts not just in Papua but through out the country.

The consequences for the Papuans are abundantly clear: no basic rights and a life lived in fear.
While there are no quick or easy solutions to this conundrum, one choice is manifestly clear: does the answer lie in more words or more bullets?
Jakarta has so far rejected meaningful dialogue in favour of a beefed up security approach.

Strained relations
Australia, and Australians, should forcefully criticise this as being against our own, and Indonesia’s (let alone the Papuans’) long-term interests.

If the West Papuan conflict continues to follow the East Timor trajectory this problem will continue to grow, relations will become strained and tensions rise.

It is worth remembering that Australia and Indonesia very nearly came to blows over East Timor. Let us learn from the past and encourage, and promote, meaningful dialogue between all parties.

Resensi Buku ‘Pemusnahan Etnis Melanesia : Memecah Kebisuan Sejarah Kekerasan di Papua Barat’
Buku setebal  306 halaman, merupakan  buku ke-12  yang ditulis Pdt Socratez S Yoman, yang diawali dengan kata pengantar dari dua tokoh Papua, masing-masing Pdt Dr Benny Giay, DR George J Aditjondro. Laporan : Ahmad Jainuri – Bintang Papua

Jayapura,-- Pdt Benny Giyai, menyatakan dalam alinea pertama pada buku tersebut, bahwa apa yang dituangkan penulis, adalah ungkapan seorang tokoh agama yang memainkan peran kenabian atau kontrol sosial di masyarakat.
Beberapa pertimbangan yang mendasari sikap kritis seorang tokoh agama, menurut Benny Giay, diantaranya adalah :

Pertama, KENYATAKAN SOSIOLOGIS. Yang mana, Gereja hadir di tengah-tengah masyarakat yang terbagi-bagi dalam kelompok-kelompok sosial keagamaan dan etnis serta status sosial yang berbeda satu dengan yang lain.

Antar kelompok terjadi persaingan, yang di era modern ini dapat dikontrol dengan sistem hukum yang disetujui dan diakui bersama.

Kedua, KONDISI POLITIK, yang secara awam adalah persaingan kelompok-kelompok dalam memperebutkan sumber-sumber produksi, SDA, dan pengaruh-pengaruh sumber-sumber kekuasaan atau sarana dan lembaga-lembaga strategis.

Ketiga, adalah DOSA,  baik dosa rohani (spiritual), dosa sosial (struktural) dan dosa kultural.
Keempat, adalah MEMBACA TANDA-TANDA ZAMAN.
Kelima, juga terkait SIKAP GEREJA yang memandang apakah pemerintah itu sebagai wakil Allah atau musuh Allah.
Keenam, spiral kekuasaan dan kepentingan kelompok.

Yang mana, kata Benny Giyai, bahwa dalam sejarah Gereja, pemikiran-pemikiran kritis tokoh Gereja atau agama yang didasarkan pada pertimbangan-pertimbangan tersebut sering disikapi secara negatif oleh pemerintah yang berkuasa dan masyarakat. “Petugas gereja yang kritis sering dicap sebagai pembawa bendera politik tertentu. cap atau stigma demikian memang sengaja dipakai untuk melumpuhkan tekat Gereja atau agama dalam mengemban misinya,” ungkapnya.

George Adi Tjondro dalam pengantarnya menyebutkan, bahwa judul buku karangan Socratez tersebut lebih ditujukan kepada para pembesar Gereja di Jakarta dari berbagai aliran theologia, untuk tidak melupakan fungsi kenabian mereka, sehubungan dengan pelanggaran HAM yang sudah begitu kronis dan sistemik di Tanah Papua.

Ia menyimpulkan, bahwa buku karangan Pdt Socratez S Yoman tersebut baik dan perlu dibaca, bukan hanya bagi para pendeta, tapi juga buat orang awam di Indonesia. sebab buku tersebut kaya dengan informasi tentang pergumulan antara rakyat Papua Barat dengan Pemerintah NKRI sejak sebelum Pepera 1969 sampai dengan keluarnya UU Otonomi Khusus No 21/2001.
Isi buku karya Socratez S Yoman per babnya, adalah :

BAB I menguraikan tentang tanggung jawab, tugas dan peran Gereja, dalam melaksanakan amanat agung Yesus Kristus, menegakkan kebenaran, keadilan, kedamaian, memperjuangkan HAM, martabat (integritas Manusia, kesamaan derajat dan kemerdekaan manusia (freedom/liberation)

BAB II, menguraikan tentang Akar Persoalan Papua : Sejarah Papua Barat, sejak 1 Desember 1961 yang mengungkap sejumlah catatan sejarah, termasuk Pepera 1969, tanah Papua dalam proklamasi 17 Agustus 1945, dalam UUD RI 1945, Operasi militer serta Tanah Papua dalam perjanjian-perjanjian internasional.
BAB III, menyajikan tulisan tentang pembangunan yang berlangsung di Papua selama 43 Tahun atas orang Papua. Yang menyajikan sudut pandang antara Indonesia dengan orang Papua Barat tentang pembangunan yang sedang dilaksanakan di atas Tanah Papua.

Baik itu pembangunan pendidikan, status tanah, pembunuhan umat Tuha di atas Tanah Papua yang diberi gelar pahlawan nasional (172).

BAB IV, membahas tentang Otonomi Khusus Nomor 21 Tahun 2001 yang diibaratkan sebagai perahu yang sedang berlabuh di lepas pantai. substansi peran dari MRP serta pandangan MRP terhadap Otsus.

BAB 5, diuraikan tentang pemekaran provinsi dan kabupaten di Papua Barat, yang dalam sub judul pertamanya disebutkan adalah murni kepentingan politik, kemanan dan ekonomi. yakni dipaksakan oleh orang Indonesia dan bukan kemauan aspirasi orang asli Papua.

BAB 6, tentang Pelanggaran HAM di Papua Barat, baik dalam bentuk administratif, pembunuhan karakter, dalam hak harta benda, dalam bentuk tenaga kerja, dalam bentuk teror publik, maupun secra fisik (pembunuhan langsung). dikisahkan juga tentang teror dan intimidasi yang dialami penulis sendiri.
BAB 7, dengan judul Ruang Pemusnahan Etnis orang asli Papua, dengan operasi militer dan kekerasan militer, minuman keras alkohol, program KB, pemekaran provinsi dan kabupaten, kehadiran perusahaan asing (prusahaan multi nasional).

Di akhir tulisannya, penulis memberikan kesimpulan dari perspektif Gereja, yaitu ‘sesungguhnya umat Tuhan yang ada di Tanah Papua Barat, orang melanesia ini benar-benar menjadi korban kepentingan ekonomi, politik dan keamanan. Tentu saja kepentingan Amerika dan kepentingan Indonesia’.

Juga menuangkan sejumlah solusi, dengan diawali sebuah pertanyaan. Yaitu ‘apakah ada ruang yang meungkinkan Bangsa Indonesia yang dinilai sebagai pelaku pelanggaran HAM berat dan berpenduduk mayoritas Islam ini dapat mengukir sejarah dan Negara-Negara Asia dan Negara berkembang dengan bermartabat, simpatik, terhormat, manusiawidan bermoral memberikan kesempatan kepada Bangsa Papua Barat untuk mengembangkan dirinya diatas negeri dan tanah airnya sendiri?

Karena, orang asi Papua dari ras melanesia ini mempunyai harapan bahwa melalui UU Otonomi Khusus No. 21 Tahun 2001 akan mendapat jaminan proteksi (perlindungan) hak-hak dasar asasi, hak untuk hidup, hak untuk bebas menyatakan pendapat, hak untuk perlindungan terhadap tanah, hutn, pohon, sungai, dan kekayaan alam, hak perlindungan untuk mendapat pendidikan, mendapat akses pengembangan ekonomi dan perlindungan khusus mendapat pelayanan kesehatan.

Otonomi khusus juga diharapkan mampu mengakhiri penderitaan, tetesan darah, dan cucuran air mata orang asli Papua. Namun ternyata kekerasan, eksploitasi, diskriminasi justru bertumbuh subur dari negeri kami sendiri.
Serta mengungkapkan sejumlah jalan atau solusi yang diusulkannya sebagai setitik harapan orang asli Papua, yaitu :
1. Perlu konstruksi konflik berdimensi lokal, nasional dan internasional bagi Papua.
2. Bangsa Indonesia diharapkan tidak menggunakan kekerasan militer di Papua.
3. Indonesia dijadikan negara federal, dengan mengambil contoh Amerika Serikat
4. Indonesia dijadikan lima atau enam negara.**

Call for arrest of Indonesian President for genocide in Papua

A campaign to have Indonesia’s President arrested for directing genocide in Papua has highlighted Susilo Bambang Yudhyono’s record in the troubled eastern region.
The campaign is offering an 80-thousand US dollar reward for a citizen’s arrest of Yudhyono when he is in the United Kingdom in early November.
It claims he’s wanted by the International Criminal Court for orchestrating ongoing genocide in Papua where over 500,000 innocent people have been killed.
Ed McWilliams of the West Papua Advocacy Team says the figure is an exaggeration but that the campaign highlights the President’s failure to solve the Papua problem.
“You know the broader point I think is that the Indonesian military, the TNI, continues to operate very brutally in West Papua, and of course we continue with a decades old policy of malign neglect whereby the healthcare and education opportunities for Papuans have been minimal particularly in the remote rural areas.”

Human rights abuses and the question of genocide in West Papua

After a period of Dutch control, possession of West Papua was handed to Indonesia in a deal brokered by the US. This deal, known as the New York Agreement of 1962, promised West Papuan self-determination which led to the 1969 Act of Free Choice. This act, later branded as the “Act of No Choice”, was stripped of any legitimacy as a little more than 1000 hand-picked West Papuans representing a population of close to one million voted unanimously under military threats and coercion to retain Indonesian sovereignty. Reported incidents of human rights abuses inflicted on the West Papuan people at the mercy of the Indonesian military includes widespread violence, killings, torture, disappearance, rape, sexual violence, transmigration schemes, forced relocation, and the spread of infectious diseases such as HIV which has seriously harmed the existence of the West Papuan people. Voice of Baptist Papua---Jubi Head of Papua, Alex Rumaseb, admitted from the existing data, the rate of migration to Papua per year is 6.39 percent. So that from the population census data, there are actually 30 percent of Papuans and migrants are 70 percent. Migration flows that come to Papua as influenced four important motivation, namely money, building materials, foodstuff and the person or people who come to Papua.

Even former Secretary Paniai recognition of this, it came to the Papua migration, the more poor people and tended and managed to 'catch' return the money, building materials and foodstuffs. Papuans not 'catch' it. As I illustrate the term 'catch' with the title facing west.

Sluipende genocide in West-Papua

Onderstaand artikel bestaat uit gedeeltes van publicaties op andere sites en de links daarnaartoe, met dank aan @PurePapua. Er een eigen verhaal van maken is feitelijk de taak van de dames en heren journalisten en de krantenredacties in NL, maar we weten allemaal wat we aan die mensen hebben: niks nul nada zip. In mijn opinie wordt 80% van wat er werkelijk gebeurt in de wereld verzwegen en de 19% waarvan bericht wordt, bestaat uit politiek (correct) gestuurde propaganda en prietpraat (1% wil nog wel eens door de (zelf)censuur glippen en redelijk conform de waarheid zijn). Het klopt, dat de Indonesische autoriteiten het journalisten onmogelijk maken daar te werken, maar dat zou juist alle alarmbellen moeten doen rinkelen en een aansporing moeten zijn voor een echte (!) journalist om de zaak te onderzoeken.

Er speelt zich een proces af van sluipende genocide op de westelijke helft van het eiland Nieuw-Guinea. Op het voormalige Nederlandse deel van Nieuw-Guinea, dat via een door velen als schandalig betiteld referendum in 1969 in Indonesische handen kwam, zijn veel politieke moorden gepleegd. West Papua: Stop the Slow-Motion Genocide*

We first met Benny Wenda in April 2011 when he attended the Lush communications meeting in Bournemouth. Benny is to West Papua what Nelson Mandela is to South Africa - a freedom fighter, a tireless advocate for justice and an inspirational ambassador for his people.
We sat and chatted with Benny for hours, and what came across was that he is fiercely passionate in his views, but also that he is unbelievably humble and has a great sense of humour and incredibly infectious giggle. Benny also walks with a limp, the result of violence by the Indonesian military that he was subjected to as a child. Benny’s story is indicative of what is happening in West Papua, far from the gaze of the international community, cut off from the rest of the world with, amongst other things, a total ban on all foreign journalists and most international aid and human rights organisations.
West Papuans have been struggling for independence and self-determination (the principle enshrined in international law which says nations have the right to freely choose how their country will be run without interference) ever since Indonesia seized control of the region in 1962,

Languages on Papua vanish without a whisper

Who will speak Iniai in 2050? Or Faiwol? Moskona? Wahgi? Probably no-one, as the languages of New Guinea -- the world's greatest linguistic reservoir -- are disappearing in a tide of indifference.
Yoseph Wally, an anthropologist at Cendrawasih University in Jayapura keeps his ears open when he visits villages to hear what language the locals are speaking.
"It's Indonesian more and more. Only the oldest people still speak in the local dialect," he said.
In some villages he visits, not a single person can understand a word of the traditional language.
"Certain languages disappeared very quickly, like Muris, which was spoken in an area near here until about 15 years ago ," he said.
New Guinea is home to more than 1,000 languages -- around 800 in Papua New Guinea and 200 in Indonesian Papua -- but most have fewer than 1,000 speakers, often centred around a village or cluster of hamlets.

The chairman of DAP, the Papuan Traditional Council, Forkorus Yaboisembut, is reported as saying that the process of elimination of the Melanesian Race which is currently turning the indigenous Papua people into a minority in their own homeland does not yet fall within the definition of genocide. But it is the intention of the Indonesian State to bring the indigenous Papuan People to the brink of genocide.
 'It cannot be said that, according to the definition of genocide, that is what is happening, but the situation is moving in that direction,' he said.

JAYAPURA, KOMPAS.com - Badan Pusat Statistik Provinsi Papua menyatakan berdasarkan hasil pengolahan sensus penduduk 2010, jumlah penduduk Papua sebanyak 2.833.381 orang yang terdiri 1.505.883 laki-laki dan 1.327.498 perempuan.
Kepala Bidang Sosial BPS Provinsi Papua, Suntono, Rabu (2/3/2011) mengatakan, jumlah penduduk terbesar berada di Kota Jayapura, dimana sebanyak 256.705 jiwa disusul Kabupaten Jayawijaya dan Merauke masing-masing 196.085 jiwa dan 195.716 jiwa.
