Indonesia's president faces protests over Papua crimes

Protesters confronted Indonesian President Susilo Bambang Yudhoyono during his visit to Britain on October 31. They were angry at Indonesia's ongoing human rights abuses in West Papua.

Australian-born activist Peter Tatchell was arrested for holding a West Papuan independence flag near Yudhoyono's car, the Jakarta Globe said on November 1. Yudhoyono was feted by Britain's political elites, including a private lunch with the Queen, Reuters said on November 1.

Yudhoyono was again praised by world leaders, including Australian PM Julia Gillard, when he opened the fifth Bali Democracy Forum on November 8.

While Indonesia was being hailed for “promoting democracy”, its security forces were severely repressing the democratic rights of West Papuans. Army Battalion 756, along with Brimob paramilitaries and, allegedly, Australian-funded Detachment 88 went on a rampage in Wamena on November 4.

West Papua Media said on November 7: “The troops laid siege to a group of houses and started shooting at the houses and directly at residents, according to witnesses interviewed by local human rights sources.

“One person was reportedly seriously injured by gunshot wounds sustained during the attack, and many more people received major burn injuries after being caught in three houses that were torched by the joint force.”

Families of those targeted fled to the jungle and were too afraid to return.
Battalion 756 had launched a similar rampage in Wamena in June.

Meanwhile, two activists from the West Papua National Committee (KNBP) were found on a roadside near Fak Fak on November 4 with injuries consistent with an attack by security forces, KNBP News said on November 6.

A leading member of the KNBP in Sorong, Paul Horik, was found dead at the scene and his colleague Klismon Woi died later in hospital.

These incidents took place as part of a violent crackdown by security forces. Many raids on activists have taken place across the country.

Many KNBP activists have been arrested on spurious allegations of bomb making. Many believe the bomb materials were planted to justify the repression of the group's non-violent campaign for independence.

In spite of the growing violence, Australian foreign minister Bob Carr showed his loyalty to Indonesia when he ridiculed the notion that West Papua should break free of Indonesia or have greater autonomy.

Carr told ABC on November 2: “I just ask those idealistic Australians who might entertain some other arrangement [for independence] that: what would be the cost in terms of our friendship with Indonesia and in terms of our budget of a different arrangement?
“It's inconceivable, utterly inconceivable.”

In the past month the security forces have been cracking down on members of the West Papua National Committee (KNPB) and targeting peaceful rallies organized by the KNPB. On the 29 of September eight members of KNPB were arrested by the security forces  (including by members of Detachment 88). They were arrested during a raid on the KNPB Regional Secretariat in Wamena and were accused of been involved in bomb incident in Wamena.  The KNPB claim the explosives were planted and that they were being framed to justify the squads (Detachment 88) activities. Victor Yeimo of the KNPB said  “We are the non-violent activists in West Papua. We will fight for our right of freedom according to the peaceful means in West Papua. We demand our right of self-determination to a referendum to be held in West Papua by UN peacefully and democratically”. Also of concern are statements from the deputy chairman of Commission 1, Tubagus Hasanuddin, reported in the Jakarta Globe "House bangs drum of war in Papua" Statements such as 
“To keep Papua integrated with the country we must encourage the TNI to do what they have to do in Papua" and " that the House was yet to give political support for any TNI offensive against the separatist movement in Papua, but it would not hesitate to back it if the occasion demanded".

On the 16 of October a group of Indonesian intelligent agents raided a boarding house to arrest Danny Wenda and Fanny Kogoya, a human rights defender from the Papuan women’s network TIKI. This is part of the security forces strategy to intimidate human rights defenders and civil society organisations in West Papua. In an article translated by Tapol, Yan Christian Warinussy reported that “The Government of Indonesia is lacking political commitment and has failed to take a clear stand in providing a safe, comfortable working environment for human rights defenders in Indonesia. On the 18 October the Asian Human Rights Commission (AHRC) released an urgent action concerning the arbitrary arrest of five Papuan activists in Jayapura on the 12 October 2012. The five activists were arrested on the allegation of involvement in importing or distributing explosive materials. The police did not have any evidence to arrest and detain them and they were later released. In response to questions at the hearing the Australian Federal Police (AFP) commissioner Tony Negus said the AFP was taking precautions to ensure it wasn't supporting activities unacceptable to the Australian community
And "If there was ever any taint of anyone we have trained, being involved in inappropriate activity, we would certainly have to review that level of support that we would provide," he told the hearing in Canberra.
During the rallies on the 23rd a Jakarta Globe stringer and SuaraPapua.com reporter Oktovianus Pogau was choked and beaten by police as he attempted to report on the protest.

Thanks to the media again who questioned Australia's Attorney-General Nicola Roxon who was on a visit to Indonesia about the crackdown on the rallies. She told Radio Australia that any cases of alleged abuse by security forces must be properly investigated. Ms Roxon says Australia's ambassador and Foreign Affairs department is looking into the latest reports of the West Papua violence.
"Any incidence of conflict and violence in the Papuan province is of a real concern both to us and to the Indonesian government," Ms Roxon said.
"Australia is very firmly committed to making sure that any abuses or any alleged abuses by security forces in Papua will be properly investigated and punished."
 
AWPA also wrote to the PNG Prime Minister to thank him for raising concerns about the human rights situation in West Papua with the Indonesian Government and urging him to support those representatives of the West Papuan people involved in the self-determination struggle being granted full membership at the next MSG Summit.

Speaking on behalf of the Women's Group in the Majelis Rakyat Papua (Papuan People's Council), Ibu Rode Ros Muyasin said that indigenous Papuan women are as equally capable as Papuan men. However, the problem is that they have never been given the space to display their capabilities. One example is that although a quota has been set for women to occupy thirty percent of the seats in the legislature, this quota has never been achieved. She said that as a result of the fact that women extremely rarely occupy positions of strategic importance, either in government or in other areas, such as political affairs, they have not been given the opportunity to show their capabilities. She went on to say many dirty tricks were being played, making it very difficult for women to compete with men. She called on all elements in society to foster the involvement of women in society. because they need the space to be able to compete on an equal footing in all activities, adding that this was stipulated in the Special Autonomy Law for Papua which endorses the principles of protection, support and empowerment of indigenous Papuan women. With regard to the quota of thirty percent of seats for women in the legislature, she said that according to the principles of justice, this should be 50:50. But the fact is that even the thirty percent quota has not been achieved. Women's position within the special eleven extra seats in the legislature is also not at all clear. She urged all people in Papua to make sure that women enjoy the same proportionate role as men. Indonesia has told the United Nations Human Rights Council, or UNHRC, that it cannot allow foreign journalists free access to Papua and West Papua provinces.
The Jakarta Post reports that a UNHRC Universal Periodic Review in May made a number of requests of the Indonesian government, including a proposal by the French review delegation for access to the eastern region.
The Foreign Ministry says it has abided by the Constitution in its response which includes a list of items that the government is unable to support.
A Ministry spokesman says foreign journalists are allowed to enter Papua region as long as they follow all the regulations laid out by the government.
Jakarta also rejects a recommendation to halt human rights violations by military personnel and police officers, and put an end to the general state of impunity in Papua, as recommended by Japan. The government says the recommendations do not reflect the actual situation on the ground.

2600 kampungs in Papua have no health clinics

According to the Health Service in the province of Papua, only one thousand kampungs have a clinic, while there are no clinics is the other 2,600 kampungs. This is because of the lack of any medical personnel.

According to Josef Rinta, head of the Health Service, 'there are 2,600 kampungs without any medical services at all because of the lack of medical personnel to run the clinics. This creates many difficulties for people living in these kampungs, but we hope that the Special Autonomy Law for Papua [which was adopted eleven years ago] will be properly implemented.'

He said that people living in those kampungs are very keen to have competent medical personnel . 'But  this will not be done by bringing in medical personnel from outside Papua; instead the government is depending on the indigenous Papuans to get the necessary help themselves to deal with the problem.'  [Nothing is said about how he expects the villagers to fill this terrible gap']

An Australia non government organisation says diplomatic observers would help the world learn about alleged human rights abuses in Indonesia’s Papua region.
The Human Rights Law Centre was responding to reports of arbitrary arrests by Indonesian security personnel ahead of last Friday’s commemoration of the Third Papuan Peoples Congress in 2011. That event, in which West Papuans proclaimed their independence from Jakarta, was violently shut down by police and soldiers. The Human Rights Law Centre’s Tom Clarke says sending diplomats would be a practical step given the international media is effectively banned from the region. “If it would help Australians and indeed the wider international community to gain a better picture of the human rights abuses that are occurring in West Papua. It is very hard to verify a lot of reports that are coming out of the province and if the more international observers on the ground, watching events, being able to report back to their governments and journalists, I think that’s all helpful.”

Flash Flood Hitting Indonesia Causes the Evacuation of 1000 People

A flash flood hitting Papua in eastern Indonesia on Sunday night displaced around 1000 people and left at least 200 houses along with other public facilities damaged, an official of disaster relief agency said. A spokesman of the National Disaster Management and Mitigation Agency, Sutopo Purwo Nugroho, explained that heavy rains at mountainous area led to the overflow of Eranouli river which caused eventually the flash floods in Eranouli village in Panja district at about 21:00 p.m. local time. Waters flowing above up to 2 meters high also damaged a health clinic and clean water facility of the village. (22 Oct UBALERT)

Papua New Guinea’s foreign and immigration minister, Rimbink Pato, says he is yet to determine whether PNG will accommodate the about 9,000 refugees from Indonesia’s Papua region. Many fled decades ago amid a crackdown on separatists. The issue was raised by the opposition’s Sam Basil as PNG is about to get some of the asylum seekers who Australia wants to process abroad.
Mr Basil has asked what the status is of the West Papuans based on the Human Rights Convention, the United Nations Refugee Commission and PNG’s own laws.
Mr Basil also wanted to know if the refugees from Indonesia will be allowed to become citizens. The minister says the matter will be looked in the overall context of PNG’s policy.

Papuan Voices has a new website.
Papuan Voices is a video advocacy initiative working with Papuan
activists to more effectively tell their stories to the world. In 2011-12 EngageMedia and Justice, Peace and Integrity of Creation
collaborated with local organisations in Jayapura and Merauke to teach
Papuan activists video production and distribution skills.
Papuan Voices aims to bring the everyday stories of West Papuans to a
wider audience. Importantly, these stories are not just framed around
West Papua’s political struggle for independence; they are not the
stories of conflict that are more often circulated. Rather, they are the
stories behind the conflict: the struggles for education, the
environment, equality and dignity. Several videos document the problems
that plantation companies are causing in Merauke and Jayapura, and how
local people have tried to refuse the companies' operations.
 
New Report: Land Grabbing for Food and Biofuel - Merauke Integrated
Food and Energy Estate (MIFEE) Case Study
Published by Aliansi Gerakan Reforma Agraria (AGRA) and Pesticide Action
Network Asia and the Pacific (PAN AP) The establishment of the Merauke Integrated Food and Energy Estate (MIFEE) will sieze 2.8 million hectares of land away from indigenous peoples in Merauke Regency, Papua Province. The MIFEE is being developed as the biggest food estate in Asia, with  a total of 60 trillion IDR. The government is willing to lease the land to private companies for up
to 90 years. Much of the land still covers primary forests, savannahs, and swamps. These are areas for hunting and food gathering of the indigenous tribes
of Papua, which still number more than 70,000. According to Yohanes
Petrus Kamalaka of the Kimaam sub-tribe, "We usually take sago in the
forest and fish in the swamp. If all of that is lost, what then can we
eat?" They hunt deers, pigs, crocodiles, and kangaroos as well. Aside
from being food sources, the forests are also intricately linked to
their culture.
 
But this self-sufficient way of life is fast disappearing. Forty-six
companies already have permits to operate within the MIFEE. The
Singapore-based Wilmar International, one of the biggest palm oil
companies in the world, for instance, is permitted to convert 200,000
hectares of Papuan forest into a sugarcane plantation.
As a result, land conflicts have erupted in almost all areas in the food
estate, with tribes fighting over land ownership and protesting unfair
land compensation. The hiring of "outsiders" to work in plantations have
also increased conflict. On a positive note, the group Aliansi Gerakan Reforma Agraria (AGRA) said, "The indigenous tribes of Papua are getting more aware of lies and manipulations regarding permits and forest delineations as the legal
mechanisms in grabbing their lands." AGRA added, "This is a good start
to raise the level of their struggle for land rights. The next level of
their struggle is to stop these land grab projects done in the name of
solving food and energy problems."

Britain and Indonesia: Too close for comfort?

President’s visit prompts fresh concerns about arms sales and training of anti-terror police

30 October 2012 – British-funded training of Indonesia’s anti-terror police, Special Detachment 88, should be reviewed in the light of serious concerns about the unit’s human rights record and its operations in Papua, says TAPOL ahead of a state visit to London by Indonesian President Susilo Bambang Yudhoyono from 31 October to 2 November 2012.

In the run-up to the visit TAPOL, which promotes human rights, peace and democracy in Indonesia, is also appealing for an immediate ban on the sale to Indonesia of any military equipment that may be used for internal repression.

“While British businesses are no doubt eagerly anticipating the President’s visit, victims of human rights abuses will derive little comfort from the prospect of increased arms sales and ongoing training of Indonesian security forces,” says Paul Barber, Coordinator of TAPOL.

As the UK government prepares a state welcome for President Yudhoyono, rights groups from the UK and beyond are organizing an alternative welcome at a demonstration on behalf of the victims of human rights abuses outside Downing Street from 13:00 to 14:30 on Wednesday 31 October.

While Indonesia has made substantial progress in its transition from dictatorship to democracy since the downfall of former President Suharto in May 1998, serious human rights concerns remain.

“The news that the President is to receive a prestigious honour from the Queen is a gross affront to those who have suffered violations at the hands of successive Indonesian governments,” said Barber [1].

Special Detachment 88, known as ‘Densus 88’ was formed after the Bali bombings in 2002 to combat terrorism, but is reportedly being deployed to tackle other issues, such as alleged separatism in Indonesia’s conflict-affected provinces. Local civil society monitors say Densus 88 is being used to crack down on the Papuan independence movement, and the unit has been implicated in the assassination of its leaders, such as Mako Tabuni who was shot dead in June this year.

The unit is trained at the Jakarta Centre for Law Enforcement Cooperation, JCLEC, which received a minimum of £400,000 in funding from Britain in the financial year 2011/12, as well as training provided by British officers. These include the UK’s South East Asia Counter Terrorism & Extremism Liaison Officer Detective Superintendent Phil Tucker; former Metropolitan Police Commander Bob Milton, and David Gray, an officer from the Counter Terrorism Command at New Scotland Yard who sits on JCLEC’s Board of Supervisors and has been teaching on the course since August 2009.

In July this year, leading Indonesian human rights NGO, KontraS, published research which stated that Densus 88 operations commonly involved arbitrary arrest and detention, torture, physical abuse and injury causing death [2].

Indonesia has been identified by the UK as a priority market for defence sales, with Prime Minister David Cameron boosting the export effort when he visited Jakarta with arms company executives in April 2012. The value of approved arms export licences has risen dramatically under the coalition government. The use of British equipment such as Hawk jets, armoured personnel carriers and water cannon for internal repression has been widely documented over the years and was acknowledged by the British Government in the 1990s. UK Tactica vehicles have been used to crush protest on the streets of Jakarta as recently as March this year, and are used by Indonesia’s notorious paramilitary police unit Brimob.

During the President’s visit, groups including TAPOL, Down to Earth, Survival International, Progressio and Christian Solidarity Worldwide will be highlighting these and other key issues, including Human Rights in Papua; The Need for Dialogue in Papua; Freedom of _expression_; Rights, Livelihoods and Climate Justice; Religious Intolerance; and Timor-Leste and Impunity.

JAKARTA: Komisi untuk Orang Hilang dan Korban Tindak Kekerasan  (Kontras) menilai Papua akan dijadikan wilayah operasi Detasemen  Khusus (Densus) 88 sehingga kekerasan di provinsi tersebut akan terus  berlangsung. Kalangan masyarakat sipil mendesak untuk dilakukannya  penarikan TNI dan Polri. 

Koordinator Kontras Haris Azhar mengatakan pihaknya menyesalkan hak  atas kemerdekaan, berkumpul dan mengeluarkan pendapat di Papua tidak  sepenuhnya dijamin oleh negara. Organisasi tersebut mencatat sejak  Januari hingga Oktober 2012 terdapat  81 tindakan kekerasan,  setidaknya 31 meninggal dan 107 orang mengalami luka-luka di Papua.

"Demokrasi di tanah Papua telah dipancung dan menjadi tantangan berat  bagi warga sipil untuk menkritisi kebijakan Negara yakni TNI dan Polri  yang berlangsung hingga saat ini," ujar Haris dalam pernyataan bersama dengan National Papua Solidarity, Bersatu untuk Kebenaran dan Yapham,  yang dikutip pada Jumat (26/10/2012).

Dia mengatakan salah satu sebab mengapa terjadinya kekerasan di  provinsi tersebut adalah ingin dijadikannya Papua Barat sebagai  operasi Densus 88. Sedangkan sebab lainnya, kata Kontras, adalah  adanya pelabelan separatis pada sejumlah warga di Papua serta isu  keamanan di Asia Pasifik, khususnya Papua Barat telah menjadi alasan Indonesia memperkuat kerja sama keamanan bersama negara-negara imperialis.

Haris mengungkapkan kondisi tersebut telah menjadikan Papua sebagai  lahan subur bagi konflik, demi kepentingan negara, ekonomi dan  kekuasaan. Kontras menilai tidak heran kenyataan itu mendorong rakyat  pribumi di Papua bangkit memperjuangkan keadilan dan kebenaran yang  tak kunjung tiba.

"Kami mendesak kepada Presiden untuk segera membuka ruang gerak demokrasi di Papua dan merealisasikan dialog damai antara rakyat Papua dan pemerintah Indonesia tanpa syarat yang dimediasi pihak ketiga," demikian Haris. (Bsi)

Jubir KNPB Wim R. Metlama, KNPB Melatih Anggota Membuat Bom Adalah Fitnah dan Kriminalisasi KNPB

Jayapura, Voice Baptist,-- Juru BIcara KNPB, Wim R. Metlama kemarin (18/10) di Kafe Prima Garde, mengatakan bahwa KNPB melatih BOM kepada anggota KNPB adalah suatu fitnah dan kebohongan untuk membenarkan penangkapan dan penculikan liar yang dilakukan oleh Densus 88 dan Kepolisian Indonesia.

Sebelumnya, Polda Papua melalui Direskrim kemarin (17/10) kepada wartawan menuduh  bahwa KNPB melatih anggotanya merakit bom.

Pada bulan September, sebuah ledakan bom mengguncang sebuah ruangan Dewan Legislatif Jayawijaya, Diikuti oleh yang lain ledakan di sebuah pos polisi di Wamena.

Sejauh ini Polisi telah Menahan 10 anggota KNPB sebagi  tersangka dan Mereka masih mengejar lima tersangka tambahan lagi Kata Jubir Polda papua.

Di susul sekretariat KNPB di wamena  di temukan sejumlah bahan peledak  termasuk bahan-bahan pembuat Bom.

Namun para petinggi KNPB membantah tuduhan polisi, kata Ketua Umum KNPB Victor yeimo mengatakan, penemuan bom adalah suatu skenario dan membenarkan diri keberadaam densus 88 di papua yang notabena sebagai anti teror, yang di kutip ABC-TV Australia beberapa waktu lalu.

KNPB menunding Polisi hanya kriminalisasikan KNPB yang selama ini berjuang tanpa kekerasan dan damai kata Victor di ABC.

Para pekerja kemanusiaanpun meragukan penemuan BOM di wamena, ini hanya skenario untuk membasmi para aktivis kemanusiaan di papua, di kutip the jakarat post.

Densus 88 di latih oleh Polisi Federal Australia saat kejadian BOM bali 2002 silam. Densus adalah anti terorisme bukan anti separatisme, dan hal ini mendapat sorotan dari paratai hijau australi termasuk Polisi Federal Australia berjanji akan meninjau bila di salah gunakan apa yang kami melatih.

Jayapura)---Anggota DPR RI, Mahfudz Siddiq, mengecam Menteri Luar Negeri Australia Bob Carr yang menurutnya memiliki standar ganda, setelah Carr menyerukan penyelidikan terhadap pembunuhan Mako Tabuni, Wakil Ketua I Komite Nasional Papua Barat (KNPB).

Dalam wawancara dengan media Australia, The Age (30/8), Mahfudz Siddiq meminta Carr agar berhati-hati dengan pernyataan mereka karena bisa menunjukkan standar ganda yang dimiliki Australia.

"Menurut pendapat saya, itu terlalu jauh untuk Bob Carr menyebutkan pelatihan HAM bagi Densus 88. Apakah Australia memberikan komentar ketika aktivis Islam terbunuh atau terluka oleh Densus 88?" tanya Mahfudz.

Dalam wawancara yang sama, Mahfudz Siddiq, Legislator dari Partai Keadilan Sejahtera (PKS) ini juga mengkonfirmasi keberadaan Detasemen Khusus Anti-Teror (Densus 88) di Papua. Disebutkan oleh Mahfudz, keberadaan Densus 88 di Papua karena serangkaian kekerasan yang terjadi di Papua sudah bisa dilihat sebagai teror. Termasuk serangkaian kekerasan yang dituduhkan kepada Mako Tabuni selama ini.

"Itu yang membuat kehadiran Densus 88 dan keterlibatannya dalam beberapa kasus di Papua sebagai tugas mereka. Beberapa kasus di Papua Barat pada waktu itu sudah dilihat sebagai teror," kata Mahfudz.

Menlu Australia, Bob Carr, ketika wawancara live di Stasiun Televisi Australia, ABC, mengatakan bahwa Australia tak pernah ragu untuk terus mengangkat isu Hak Asasi Manusia (HAM) di dua provinsi Indonesia, Papua dan Papua Barat.

"Namun, sekali lagi, itu terjadi dalam konteks kita konsisten mengakui kedaulatan Indonesia atas Papua, dan pada saat yang sama menegaskan hak kita sebagai teman dan tetangga untuk mengangkat isu-isu hak asasi manusia - paling baru yang satu ini (keberadaan Densus 88 di Papua)." kata Caar. Detachment 88 implicated in new activist crackdown

An Australian-funded police unit in West Papua has again been implicated in recent crackdowns on the region's independence movement.

The region has been the scene of violence and tension in 2012, with independence leaders arrested, beaten and killed, and police confronted by unruly and angry demonstrations.

In June, Indonesian soldiers went on a rampage in the highland's town of Wamena, a stronghold of the West Papua National Committee, which is known as KNPB.

Last weekend police were again targeting the area, raiding the homes and offices of KNPB members.
Eight people were arrested and witnesses, including KNPB leader Victor Yeimo, say once again the Australian-trained and funded police unit Detachment 88 was involved.

"When they arrest the KNPB brothers in Wamena, we saw Detachment 88 with one car, and another car with police, joined in by TNI (the Indonesian military)," Mr Yeimo said.

Indonesian police accuse those arrested of making bombs and claim to have found explosives during the raid.

Mr Yeimo rejects that and says his group is being framed as terrorists to justify Detachment 88's presence.
In West Papua, the Institute for Human Rights Advocacy, known as ELSHAM, has studied the arrests and suspects the explosives recovered by police were planted.

It is a view that is supported in Australia by advocates of the West Papuan cause.
"They don't have the capacity to gain the materials, so ELSHAM has actually said that the material was probably planted in the KNPB member houses where they found the explosives, and that's not an unusual thing for security forces to do," says Cammi Webb-Gannon, from the University of Sydney's West Papua project.

"I don't think KNPB has any reason to be making bombs because they believe in a peaceful approach to pursuing independence, they want a referendum on independence in West Papua."

Deadly crackdowns

Detachment 88, which is trained by Australia as part of counter-terrorism operations, has also been linked to a string of incidents in which Papuan independence leaders have been arrested and killed.

When 7.30 travelled to the province in August, the crackdown on the independence movement was already severe and had resulted in several deaths, including the killing of former KNPB leader Mako Tabuni.
Witnesses say he was shot in a street by Detachment 88.

Victor Yeimo succeeded Mr Tabuni as leader of the KNPB and since then, he says the crackdown has worsened as he takes the campaign public.

"We are the non-violent activists in West Papua," he says in a video sent to 7.30.
"We will fight for our right of freedom according to peaceful means in West Papua.

"We demand our right of self-determination, for referendum to be held in West Papua peacefully and democratically."

But the Indonesian authorities do not believe his claim of non-violence and they are pursuing KNPB like never before.

International observers say it is because the Indonesian government is threatened by the movement.
Cammi Webb-Gannon says the Papuan movement's international links could explain Indonesia's concern.
"First of all a lot of them are young, they're students, or have recently been students," she told 7.30.

"So they do have a lot of passion, a lot of fire, they have a popular support base, they work from a very grassroots perspective, and I think Indonesia is worried because they do have these international links."

New police chief

The weekend raids follow the appointment of a new police chief in Papua, Brigadier General Tito Karnavian.
His background as the former head of Detachment 88 generates serious unease among some Papuans despite his assurances of a new inclusive approach.

"They will be opposed to his former role as head of Densus (Detachment) 88, and as a police chief it doesn't seem to mesh with his new approach of working to win the hearts and minds of Papuans," Ms Webb-Gannon said.

7.30 put several questions to the Indonesian government about the latest situation in Papua but received no reply. Attempts to contact the new Papuan police chief were also unsuccessful.

As for Mr Yeimo, he is pushing for the release of the eight activists arrested on the weekend.
And with his supporters in Australia, he is pressuring the Australian Government to rethink its funding for Detachment 88.

"The Papuans will be pretty much living like prisoners in our own land, where our movement, what we do will be censored, will be followed, will be monitored," Mr Kareni said.

"There's no room for democracy at all."

Densus 88 diimplikasi dalam operasi terhadap aktifis di Papua

Satuan yang dilatih dan dibiayai oleh Australia itu telah melancarkan operasi baru terhadap para aktifis kemerdekaan Papua dan menahan delapan orang atas tuduhan membuat bom.

Namun Komite Nasional Papua Barat menolak tuduhan itu dan mengatakan kepada ABC bahwa pihaknya dijebak dengan bahan peledak demi membenarkan kegiatan Densus 88.

Papua telah diguncang kekerasan dan ketegangan tahun ini dengan sejumlah aktifis kemerdekaan ditahan, dipukuli dan dibunuh.

Pada bulan Juni, tentara melancarkan operasi di Wamena, yakni kubu Komite Nasional Papua Barat atau KNPB.

Akhir pekan lalu polisi sekali lagi menyerbu daerah itu, menggeledah rumah-rumah dan kantor anggota KNPB.

Delapan orang ditahan, dan para saksi, termasuk Ketua KNPB, Victor Yeimo, mengatakan, sekali lagi Densus 88 terlibat.

"Ketika mereka menangkap saudara-saudara kami dari KNPB di Wamena, kami melihat Densus 88 dalam satu mobil, dan satu mobil lagi terdiri dari polisi dan TNI," kata Yeimo.

Polisi menuduh mereka yang ditahan itu membuat bom dan menyatakan menemukan bahan peledak dalam operasi itu.

Yeimo menolak tuduhan itu dan mengatakan, pihaknya dijebak sebagai teroris untuk membenarkan kehadiran Densus 88.
Di Papua, lembaga advokasi HAM yang dikenal dengan nama ELSHAM mempelajari insiden penangkapan tersebut dan menduga bahwa bahan peledak yang ditemukan polisi memang sengaja dipasang untuk menjebak.

Pandangan ini mendapat dukungan di Australia dari para aktifis kemerdekaan Papua.
"Mereka tidak memiliki kapasitas untuk memperoleh bahan peledak. Menurut Elsham, bahan peledak tersebut mungkin sengaja ditaruh di rumah anggota-anggota KNPB dimana mereka menemukannya dan bukan hal baru bagi aparat keamanan untuk melakukannya," kata Cammi Webb-Gannon, dari Proyek Papua Barat Universitas Sydney.

"Saya pikir KNPB tidak punya alasan untuk membuat bom karena mereka percaya pada pendekatan damai untuk meraih kemerdekaan, mereka menginginkan referendum kemerdekaan Papua."

Operasi Berdarah

Densus 88, yang dilatih oleh Australia untuk operasi kontra-terorisme, juga dikaitkan dengan serangkaian insiden dalam mana sejumlah pemimpin kemerdekaan Papua ditangkap dan dibunuh.

Ketika jurnalis program 7.30 ABC pergi ke Papua pada bulan Agustus, operasi terhadap gerakan kemerdekaan sudah sangat gencar dan mengakibatkan beberapa korban jiwa, termasuk pembunuhan tokoh KNPB, Mako Tabuni.

Para saksi mata mengatakan, ia ditembak di jalan oleh Densus 88.
Yeimo menggantikan Tabuni sebagai Ketua KNPB dan sejak itu, ia mengatakan, operasi semakin hebat karena ia berkampanye secara terbuka.

"Kami adalah aktifis non-kekerasan di Papua Barat," katanya dalam sebuah video yang dikirim kepada 7.30.
"Kami akan memperjuangan hak kami untuk merdeka dengan cara-cara damai di Papua Barat."
"Kami menuntut hak penentuan nasib sendiri, hak untuk menyelenggarakan referendum di Papua Barat secara damai dan demokratis."

Namun pihak berwenang Indonesia tidak percaya pada pernyataan non-kekerasan Yeimo dan mereka mengejar KNPB lebih keras lagi.

Para pengamat internasional mengatakan, itu karena pemerintah Indonesia merasa terancam oleh gerakan kemerdekaan.

Cammi Webb-Gannon mengatakan, hubungan internasional gerakan kemerdekaan Papua dapat menjelaskan kekhawatiran Indonesia.
"Pertama banyak dari mereka masih muda-muda, mereka mahasiswa, atau baru lulus," katanya kepada 7.30.
"Jadi mereka memiliki semangat yang kuat, mereka juga mempunyai dukungan rakyat, mereka berjuang dari prespektif akar rumput, dan saya pikir Indonesia khawatir karena mereka mempunyai hubungan internasional."

Kepala Polisi Baru

Operasi pada akhir pekan itu menyusul pengangkatan Kapolda baru Papua, Brigadir Jendral Tito Kurniawan.
Latar belakangnya sebagai mantan kepada Densus 88 menimbulkan keresahan serius di sebagian kalangan di Papua meskipun ia menjamin penerapan suatu pendekatan baru yang inklusif.

7.30 mengajukan beberapa pertanyaan kepada pemerintah Indonesia tentang situasi paling akhir di Papua tapi belum mendapat jawaban. Upaya untuk menghubungi Kapolda Papua juga tidak berhasil.
Sementara itu Yeimo mendesak dibebaskannya delapan aktifis yang diciduk pada akhir pekan.

Dan bersama para pendukungnya di Australia, ia menghimbau pemerintah Australia untuk mempertimbangkan kembali pemberian dana kepada Densus 88.

Analisa KNPB: Skenario Dibalik Teror Di Papua Barat

Jayapura Voice Baptist,-- Dugaan awal bahwa skenario penguasa membungkam gerakan perlawanan damai yang dilakukan oleh KNPB mulai nyata dan terbukti. 

Praktek kolonialisme seperti ini sudah lasim digunakan oleh penguasa kolonial dan kapitalis terhadap rakyat di wilayah yang dijajah dan dijarah hak ekonomi politiknya. Bahwa Partai ANC dan Nelson Mandela di Afrika Selatan juga pernah mengalami praktek itu dibawah kekuasaan Apartheid.

Dari kasus penembakan hingga teror di Papua Barat, paling tidak Indonesia sangat berkepentingan agar: Pertama, Organisasi KNPB dan aktivisnya dibunuh dengan alasan teroris dan separatis; kedua, menjadikan wilayah Papua Barat sebagai lahan operasi Densus 88; Ketiga, agar isu keamanan di Asia Pasifik, khususnyaPapua Barat menjadi alasan Indonesia memperkuat kerja sama keamanan bersama negara-negara imperialis.

Skenario Degradasi Gerakan Perjuangan

Jika melihat skenario pertama, Penjajah Indonesia merasa tidak ada cara lain dalam membungkam dan menghancurkan kebangkitan gerakan perlawan damai rakyat Papua Barat selain menggiring organisasi dan aktivis ke arah kriminal dan terorist. Indonesia sangat tidak suka orang Papua Barat lakukan demo damai tuntut hak-haknya dalam ruang demokrasi, sehingga mempersulit aksi demo, memprovokasi aksi damai agar terjadi kriminal, memblokade aksi damai rakyat Papua Barat dan atas nama “hukum”, aparat hukum memperkosa ruang demokrasi dengan menangkap, memenjarahkan, memukul dan membunuh aktivis dan massa pendemo.

Indonesia merasa, pasal penghasutan dan makar yang dialamatkan kepada pejuang kemerdekaan tidak berhasil membunuh gerakan, sehingga cara lain yang kini dipakai adalah membuat drama penembakan dan teror bom, kemudian mengkambing hitamkan aktivis gerakan damai. Buktinya, Mako Tabuni pernah dipenjara karena memimpin aksi demo 2009 lalu. Penjara tidak membuat Mako Tabuni mundur dan ia terus memimpin aksi demo, dan Indonesia menempuh cara lain yaitu menjadikan Mako Tabuni sebagai tumbal dari skenario penembakan dan teror yang dilakukan pasukan khusus yang dikirim dari Jakarta, melibatkan Densus 88 Polda Papua.
Penembakan terhadap massa aksi demo KNPB serta rakyat sipil lainnya oleh berbagai satuan militer Indonesia di Papua Barat dibiarkan dan tidak mendapat perlakukan hukum di depan hukum NKRI. Justru, sang eksekutor dipandang sebagai pahlawan dan digelari kedudukan dan uang. Bila polisi menyerang warga sipil dengan senjata, di Asrama Limboran beberapa waktu lalu tidak dianggap teroris. Bila militer menyerang warga di Eduda, Paniai 2011 lalu tidak dianggap teroris. Hampir semua warga pendatang di Papua telah dipersenjatai dengan pedang hingga pistol tidak pernah dirasia dan justru dilindungi, tapi anak panah sebagai budaya orang Papua dirasia, Yusak Pakage yang hanya membawa pisau pemotong kuku saja ditangkap dan dikenakan pasal darurat.

Skenario labelisasi aktivis KNPB sebagai teroris mulai nyata di wamena. Modus itu berawal dari tanggal 1 September 2012 di Kantor DPRD Jayawijaya dan 18 September di Pos Polantas jalan Irian Wamena. Tiba-tiba tanggal 19 Polisi juga merekayasa temuan bungkusan Bom di kantor Satlantas Jayapura. Sudah diduga bahwa akhir dari temuan dan peledakan itu akan diarahkan pada rekayasa dimana aktivis KNPB dijadikan sebagai aktor dari kepemilikan dan teror peledakan bom.

Perumahan sekretariat KNPB Wilayah Baliem, di Wamena adalah sebuah tempat terbuka yang selalu didatangi oleh rakyat Papua Barat. Keberadaan Sekretariat itu selalu diawasi oleh intelijen, baik dari pendatang, maupun warga lokal yang sengaja dipasang sebagai agen NKRI. KNPB sebagai media secara tebuka selalu menerima pengunjung. Secara organisasi, aktivis KNPB akhir-akhir ini fokus dalam penguatan konsolidasi massa, dan tidak punya agenda merakit bom dan menyerang TNI Polri maupun institusi lain atau bangunan lain. Adalah rekayasa dan merupakan permainan dari skenario menggiring aktivis KNPB di Wamena menjadi teroris.

Sebagai Upaya Melegitimasi Densus 88 di Papua Barat

Detasemen Khusus anti-teror yang dilatih oleh Polisi Australia itu, setelah misi pemberantasan teroris terhadap jaringan fundamentalis di Indonesia, merasa bahwa tidak ada lagi proyek sehingga Densus 88 harus mencari ladang proyek yang baru. Papua Barat menjadi satu-satunya tempat bagi gerakan anti teror dengan sasaran menghabisi pejuang Papua Merdeka. Makanya, tidak heran bahwa AKB Paulus Waterpau beberapa waktu lalu membenarkan bahwa Ditreskrim Polda Papua ikuasai oleh mantan-mantan pasukan Densus 88.

Densus 88 dikritik oleh TV ABC Australia atas keterlibatannya membunuh aktivis KNPB, Mako Tabuni, dimana Menlu Australia, Bob Carr ikut memberi reaksi atas elanggaran HAM di Papua Barat. Merasa kiat Densus 88 mulai ketahuan di Papua Barat, Indonesia kemudian mengatur skenario dengan cara menaikan isu teroris di Papua Barat agar Australia, AS dan UK selaku yang memback-up Densus 88 dapat terus melatih dan membiayai Densus 88. Wilayah Papua Barat dilihat sebagai wilayah operasi Densus 88, sehingga setiap gerakan perjuangan kemerdekaan digiring dalam isu teroris.

Pergantian Kapolda Tito Karnavian yang merupakan mantan Kepala Densus 88 semakin membuktikan niat tersebut. Sudah tentu proyek operasi Densus 88 di Papua Barat akan menjadi program utama. Mantan-mantan Densus 88 yang sudah berpengalaman dalam memberantas -membunuh- jaringan teroris fundamental di Indonesia diarahkan ke Papua Barat untuk memberantas aktivis Papua merdeka yang berjuang secara damai dan bermartabat.
Isu Teror Bom di Papua Barat diciptakan dan dipublikasi oleh media-media propaganda Indonesia agar tercipta opini bahwa terorisme ada di Papua Barat, lalu penempatan Densus 88 berjalan mulus, sebagai hasil rekayasa isu. Adalah jelas-jelas permainan keji yang dipraktekan oleh NKRI di Papua Barat.

Skenario Jual Isu Keamanan di Internasional

Saat ini, Pemerintah Indonesia mempererat hubungan diplomasi dengan Amerika Serikat dan Australia, khususnya dalam bidang pertahanan. Tentu saja, negara-negara yang memiliki kepentingan ekonomi di wilayah Asia Pasifik, merasa Indonesia sebagai “satpam” yang perlu dipersenjatai dengan kekuatan militer dalam upaya mengamankan kawasan asia pasific dari ancaman keamanan dalam dan luar negeri.

Papua Barat dipandang sebagai ladang ekonomi imperialis, dimana Indonesia merasa -ikut watak Soekarno- menjual isu terorisme dalam menggaet negara-negara Imperialist seperti AS. Kalau dulu, Seokarno menggunakan isu komunis untuk merampas Papua Barat, kini Pemerintah Indonesia menggunakan isu pemberantasan terorisme. Sehingga, bagi Indonesia Papua Barat harus menjadi wilayah dengan ancaman terorisme agar proyek anti teror bersama negara-negara imperialis terus terjaga, lebih khusus Internasional dapat terus mengakui integritas NKRI di Papua Barat.

Menlu AS, Hillary Clinton dalam pertemuan bilateral dengan Menlu Indonesia, Marty Natalegawa di AS (20/9) lalu, menjanjikan penjualan 4 Helycopter merek Apache. Kerja sama itu merupakan bukti bahwa Indonesia berhasil menjual isu keamanan regional, sehingga diharapkan posisi saling membutuhkan antara AS dan Indonesia tidak mengganggu kedaulatan NKRI. Adalah politik luar negeri NKRI.

Dari kasus penembakan dan Bom, pejuang kemerdekaan Papua Barat harus digiring ke arah teroris agar negara-negara imperialis dapat beridir dibelakang Indonesia untuk membasmi pejuang-pejuang yang telah dijual dengan label teroris oleh Indonesia.

Korban kekerasan antar suku di Timika Papua Barat, tempat Freeport milik AS beroperasi itu dibiarkan oleh negara, Densus 88 yang berhasil membunuh Kelly Kwalik di Timika tidak berfungsi untuk menjaga warga dari konflik perang suku. Sebaliknya, negara melalui militer Indonesia memelihara konflik di Timika agar Indonesia dengan mudah menjual isu keamanan, dan AS merasa Indonesia penting untuk menjaga aset miliknya di Timika.

Adalah merupakan praktek penjajahan keji di abad moderen, dimana rakyat tertindas yang melakukan perlawanan digiring menjadi teroris, agar proyek keamanan bagi petinggi militer maupun kepentingan negara dapat terus terjaga. Dan, rakyat tertindas mulai sadar dari semua permainan kotor, dimana praktek kolonialisme dan imperialisme selalu berhasil mengajar rakyat tertindas untuk sadar bahwa perlawanan demi kemerdekaan adalah sesuatu yang mutlak.
