JAKARTA - Persoalan dugaan adanya pelanggaran HAM di Papua masih menjadi perhatian pihak asing baik dari kalangan aktivis Civil society maupun dari kalangan pemerintahan itu sendiri.

Bahkan, masalah Papua sudah dibahas dalam pertemuan Melanesian Spearhead Group (MSG), dimana delegasi MSG akan melakukan kunjungannya ke Papua dan Papua Barat dalam waktu dekat ini.

"Persoalan di Papua dan Papua Barat akan terus menjadi perhatian asing, sehingga penanganan masalah Papua tidak boleh gradual, namun harus komprehensif," jelas pengamat masalah politik, Joris Kabo dalam keterangan tertulisnya yang dikutip kepada Okezone, Senin (19/8/2013).

Dia mencontohkan pada 12 Agustus 2013 yang lalu Perdana Menteri Kepulauan Solomon, Gordon Darcy Lilo melakukan kunjungan ke Indonesia, yang diberitakan media asing seperti ABC Radio Australia bahwa kunjungan tersebut mengindikasikan akan mengemukakan isu Hak Asasi Manusia (HAM) di Papua Barat dalam pembicaraan dengan Presiden Susilo Bambang Yudhoyono (SBY).

Menurut Joris Kabo, kunjungan PM Gordon Darci Lilo yang pertama tentu merupakan landasan dasar bagi kerjasama bilateral yang penting selanjutnya. Indonesia mengakui sejarah negara Solomon sebagai Negara di Pasifik yang besar peranannya dalam Perang Pasifik bagi pasukan sekutu pimpinan Jenderal McArthur.

“Sebagai sesama Negara Pasifik, maka hubungan Indonesia-Salomon tentu mempunyai arti yang penting seperti hubungan yang sudah ada antara Indonesia dengan Negara-negara Pasifik yang lain seperti RI-PNG, RI- Haiti, RI-Vanuatu, dll,” tambahnya.

Mengenai masalah Papua, menurut Joris, telah banyak dicapai kemajuan-kemajuan di berbagai bidang pembangunan prasarana dan sarana diberbagai bidang antara lain transportasi dan komunikasi, yang sangat vital bagi pengembangan pembangunan sosial dan ekonomi selanjutnya di Papua serbagai Propinsi yang memiliki kondisi geografi yang tidak mudah dijalani.

“Secara garis besar, pelaksanaan otonomi khusus bagi pembangunan Papua yang terdiri dari tiga buah Propinsi, yaitu Propinsi Papua Barat, Propinsi Papua Tengah dan Propisi Papua juga cukup berhasil,” katanya.

Menurutnya, berita-berita tentang adanya berbagai isu yang kadangkala terdengar dramatis tentang Papua dalam media massa seperti di Australia adalah wajar karena secara geografis berdekatan dengan Papua, masyarakatnya mempunyai perhatian yang khusus terhadap setiap perkembangan di Papua seperti banyak diberitakan oleh media massa Australia yang bebas dan terbuka.

Untuk diketahui berdasarkan pemberitaan ABC Radio Australia, Kepulauan Solomon adalah salah satu negara anggota kelompok Melanesian Spearhead Group (MSG), yang menerima proposal West Papua National Coalition for Liberation (WPNCL).

KTT Menteri Luar Negeri MSG di Noumea, 21 Juli 2013, menyepakati aplikasi WPNCL mengenai penentuan nasib sendiri rakyat Papua Barat dan kekhawatiran adanya pelanggaran (HAM) di wilayah itu. Sebelum berangkat, PM Lilo mengatakan ia menyadari adanya pelanggaran HAM di Papua, dan ingin memastikan ada 'perkembangan' di sana.

“Terkait adanya rumors tentang delegasi MSG yang akan berkunjung ke Papua pada tahun ini, saya rasa Pemerintah Indonesia tidak akan keberatan dengan rencana tersebut, apalagi dalam pernyataan persnya PM Kepulauan Solomon, Gordon Darcy Lilo yang pernah berkunjung ke Indonesia menyatakan puas dan mendukung langkah pemerintah dalam menangani dan membangun Papua. 
Tidak ada yang perlu mendramatisir atau mempolitisasi rencana kunjungan MSG ke Papua sebagai langkah fact finding pelanggaran HAM, seperti yang diharapkan kelompok tertentu di Papua,” jelasnya

Mayoritas di Melanesia mendukung kemerdekaan Papua Barat

Sebagai pemimpin berkumpul di Fiji minggu ini untuk Melanesian Spearhead Group (MSG) Leaders Summit, Pasifik Institut Kebijakan Publik (PIPP) telah merilis temuan dari pertama jajak pendapat melalui telepon yang pernah dilakukan di seluruh Melanesia.

Tujuh pertanyaan yang berkaitan dengan "Melanesia keluarga" negara yang diajukan, termasuk satu meminta yang besar "non pulau Pasifik" negara dianggap mitra terbaik bagi masing-masing negara di wilayah tersebut.
Pemimpin MSG dapat didorong bahwa mayoritas (74,9%) responden menyadari badan regional untuk mewakili Melanesia.

Ketika ditanya siapa mereka dianggap sebagai bagian dari keluarga Melanesia, mayoritas yang jelas responden termasuk anggota didirikan (PNG, Kepulauan Solomon, Vanuatu, Fiji dan Kaledonia Baru), sementara 42% juga termasuk Papua Barat, 17,1% termasuk Australia, 14,9% termasuk Indonesia dan 14,1% termasuk Timor Leste.

Pertanyaan lain yang diajukan adalah "Apakah Anda mendukung kemerdekaan bagi Papua Barat?" Sebuah mayoritas responden di seluruh Melanesia mengatakan ya, dengan dukungan yang sangat tinggi di PNG (89,3%) dan Vanuatu (88,2%). Hal ini menunjukkan keterputusan antara dukungan rakyat dan posisi yang diambil oleh pemerintah di wilayah tersebut, kecuali Vanuatu, yang telah lama diperjuangkan Barat penyebab Papua pada tingkat politik.

Diminta untuk menghubungkan hubungan antara negara mereka dan Australia, mayoritas responden mengatakan hal itu positif kecuali yang berada di Fiji. Australia juga dianggap sebagai mitra eksternal yang terbaik untuk PNG (40,5%) dan Solomon (40,4%), sedangkan untuk Vanuatu hanya 14,1% responden menganggap Australia terbaik, sedangkan China mencetak 32,9%. Di antara responden di Fiji ada perasaan bahwa itu dianggap Australia, Selandia Baru, Cina dan AS karena semua kira-kira sama pentingnya.

Sehubungan dengan keterlibatan dengan Fiji, mayoritas responden termasuk di Fiji sendiri, memilih untuk meningkatkan keterlibatan atau menjaga tingkat keterlibatan seperti itu.

Pandangan yang diungkapkan oleh responden jajak pendapat ini dapat membantu para pemimpin MSG karena mereka membahas tentang masa depan daerah ini.


Aktivis kemerdekaan Papua ingin jadi anggota MSG

Pemimpin kemerdekaan Papua mengatakan keanggotaan di Melanesia Spearhead Group akan menjadi terobosan besar.

Sidney,- Aktivis Papua Merdeka, OPM di Vanuatu mengatakan keanggotaan di Melanesia Spearhead Group akan menjadi terobosan besar dalam perjuangan untuk kemerdekaan dari Indonesia.

Koalisi Nasional Papua Barat, KNPB untuk pembebasan Papua telah diundang ke acara puncak MSG mendatang di Noumea oleh kelompok politik Kanak adat Kaledonia Baru, FLNKS (Kanak Socialist Front for National Liberation).

Ini pertama kalinya aktivis papua merdeka  akan menghadiri perkumpulan negara negara Melanesia sebagai entitas independen.

Sebuah aplikasi telah diajukan untuk memberikan dan mendapat keanggotaan penuh.

Andy Ayamiseba, pelobi dari Papua kepada program Pasific Beat-Radio Australia mengatakan jika pengajuan ini berhasil, maka akan meningkatkan status kampanye kemerdekaan dari Indonesia.

"Dengan memiliki dukungan dari daerah langsung kita ... masyarakat internasional akan melihat bahwa, ya, memang benar daerah  di mana Papua Barat telah memberikan dukungan mereka," katanya.
 
 

5 Statement KNPB In Action Support MSG

Although next police dispersed and arrested three activists, however KNPB mandated National Parliament of Papua Barat (PNWP) continue the action to colonial Indonesian Parliament DPRP taken command and read Warpo Wetipo 5 West Papuan people's attitudes.
 
Here are 5 statement:
First, we need a nation of West Papua full support Melanesian brothers to restore the status of West Papua as an official membership MSG and supports the position of clump Melanesian countries to make West Papua MSG members.  
Second, we urge Heads of State-Melanesian country now revisiting Testament 1947 Canberra or Canberra Verdag clauses according Agreement formation of the South Pacific Canberra on 6 February 1947 was to establish a Commission of the South Pacific (South Pacific Commission).
Third, we menyeruhkan West Papua as a human rights monitoring zone and urged the United Nations to intervene immediately. 
Fourth, the Special Rapporteur urges the UN and the International Journalists right down to West Papua.  
Fifth, urgent and calls on all parties berkempeten immediately opened the democratic space as possible, stop the violence in West Papua and the right to self-determination as a democratic solution to the people of Papua.
 
Actions with similar claims are also made ​​in Sorong, Nabire, Yahokimo, Yalimo, and Timika. While in Yogyakarta, Bandung, Solo and performed by Papuan Students who are members of the Papua Student Alliance (AMP).

MSG CHAIRMAN MEETS WITH WEST PAPUA GROUP

Jayapura Voice Baptist,-- The Prime Minister of Fiji and Chairman of the Melanesian Spearhead Group Voreqe Bainimarama received representatives of the West Papua National Coalition for Liberation (WPNCL) in Suva, Fiji this week, in their quest for membership to the Melanesian bloc.

The WPNCL was led by Dr Otto Ondowame, the Vice Chairman of the grouping and included Mr Rex Rumakiek, the Secretary General and Mr Barrack Sope, former Prime Minister of Vanuatu and adviser to the WPNCL.

In welcoming the delegation, Prime Minister Bainimarama acknowledged receiving the WPNCL’s expression of interest to join the Melanesian Group and informed them that this is a process which will require extensive consultation amongst members of the organization. He advised that once a decision has been reached by members, the WPNCL will be informed of the outcome.

On behalf of the WPNCL, Vice Chairman Ondawame thanked Prime Minister Bainimarama for taking the time to meet with the delegation and hear from them directly, their reasons for submitting their application.  They also commended him for leading the people of Fiji well during these challenging times and also his overall leadership of the MSG over the past two years which has seen MSG gain prominence in regional affairs.

They noted that under Fiji’s Chairmanship, the MSG has advanced issues relating to the process for decolonization in New Caledonia, trade, economic and cultural issues which have further strengthened the grouping and expressed their appreciation to the Prime Minister for acknowledging their application to be a part of this young and dynamic organization.

The WPNCL is the umbrella organization of the West Papuan independence movement established in 2008 and is based in Port Vila, Vanuatu.  The objective of the WPNCL is to organize and coordinate programs and activities to restore or reclaim Papuan people’s right of self-determination and independence.  In their MOU signed at their last Summit in April 2008, they declare their motto to be ‘one people one soul’ – different organizations bound by their Papuan Identity.

Within the WPNCL, there are 28 Papuan political parties and NGOs located in West Papua and others that are based overseas. They claim to represent the 2.5million people of West Papua.

The delegation also congratulated Prime Minister on his assumption of the Chairmanship of the G77 and wished him well in his role, a first for the region.

Prime Minister Bainimarama expressed his appreciation to the WPNCL for taking the time to visit Fiji to meet with him and the Minister of Foreign Affairs & International Cooperation, Ratu Inoke Kubuabola and informed them that he will maintain close contact with his colleagues on the matter and will inform them through the MSG Secretariat of the Leaders decision.

 

For West Papua, Withdraw agreement with Jakarta: Natapei

Vanuatu,-- The Leader of the Opposition did not mince his words when commenting on the issue of the struggle of the West Papuan people for a political freedom from Indonesia.

“The Opposition has two calls to the Kilman-led government. First is to withdraw an agreement that was signed between Port Vila and Jakarta by the Kilman-led government, and secondly is to withdraw review Indonesia’s observer status in the Melanesian Spearhead Group ( MSG) during the upcoming MSG Meeting in, Noumea, New Caledonia in July of this year,” Opposition Leader Edward Nipake Natapei told Daily Post yesterday at Parliament House.

He said it is totally wrong for Indonesia to meddle in the affairs of the Melanesian countries such as the MSG.

“Remember what the first and late Prime Minister Father Walter Lini said –that Vanuatu will never be fully free until other colonized countries including West Papua are politically freed,” Natapei commented after listening to the talk by the West Papuan Freedom campaigner Benny Wenda.

“The Opposition strongly supports the application for West Papua to become a full member of the MSG at the upcoming MSG Meeting in Noumea New Caledonia in July this year,” said Natapei.

“Melanesian countries are members of the MSG and MSG does not have MSG plus, the plus is West Papua and not Indonesia which is not a Melanesian country,” said the Opposition Leader Natapei.

He confirmed that the Opposition supports the inclusion of West Papua receiving a full status of the MSG Membership to be on the MSG agenda for the upcoming meeting in New Caledonia in July this year.

Analyst predicts MSG will embrace West Papua

An analyst says the Melanesian Spearhead Group is likely to accept West Papua as a member of the sub-regional organisation.

The comment from Ben Bohane, the communications director of the Pacific Institute of Public Policy, comes after the West Papua National Coalition for Independence formally submitted a membership application.

MSG backing for Papua has waned in recent years and two years ago, Indonesia was given MSG observer status despite strong objections by West Papuans.

However Ben Bohane says that support for emerging independent territories is strong in Melanesia.
“And the MSG will likely take them on board. And that will set up the Melanesian countries on some sort of - I won’t say collision path but it will certainly test its relations with Indonesia. If West Papua is admitted to the family as an observer, then it’s on a process to becoming a full member and then as a full member its position within the MSG would be considerably stronger than Indonesia’s.”

Significant time for West Papua’s inclusion in MSG

If the Melanesian Spearhead Group is the brainchild of the late Father Walter Lini then how appropriate it would be to grant West Papua its MSG Observer Status when the people of Melanesia commemorate the MSG Silver Jubilee today.

And if Father Lini dreamt of the founding of a Melanesian Bloc to gather for the social, economic and spiritual needs of Vanuatu, Solomon Islands, Fiji, and Papua New Guinea, definitely the fathers of MSG, Lini, Solomon’s Solomon Mamaloni and PNG’s Paias Wingti must have wanted that New Caledonia and West Papua be independent and be part of the Bloc.

The referendum for New Caledonia to be part of France or become an independent Melanesian country will take place next year 2014 but despite that, New Caledonia is part of the great family of Melanesia – MSG. 

Unfortunately that could not be said for West Papua.
More than 500 000 Melanesians have spilled their blood for Papua Merdeka since the United Nations orchestrated a “referendum” called the Act of Free Choice in 1969 which the Indonesian army selected 1025 West Papuans to vote for Indonesia against Independence in a country where the population of Melanesians is in the millions.

Now the Melanesians in West Papua are “systematically” tortured and their girls and women raped but they could not raise their sympathy and dialogue with other Melanesians because they are not members of the MSG.

Vanuatu, the host country of the, MSG Secretariat in Port Vila will host its Melanesia Week in March –the anniversary date of the birth of the MSG which falls on March 14,2013. 

This, he said, will mark 25 years of the signing of the Principles of Cooperation between Independent States of Melanesia, the first agreement to give birth to the idea of strengthening Melanesian solidarity and cooperation.
Mr Nirua revealed as part of the launching ceremony in Vanuatu a symposium under the theme “Leaders’ Toktok-Tales from Our Founders and Pioneers” is being organised for founding leaders of the Melanesian Spearhead Group and current leaders of the MSG to share their perspectives on various key topics in Melanesia to highlight the history and future of Melanesian cooperation that began 25 years ago on 14 March 1988.
“This is an exciting time for our people and our leaders as the symposium will give opportunity to leaders of Melanesia to share with the people of Melanesia the vision and ideas that gave birth to the strong relationship and relations enjoyed by MSG member countries,” he said.
“This will also give opportunity to leaders to share their perspectives on issues that are of common interest to the people and Governments of Melanesia.”

The launching ceremony will see the official release of MSG souvenirs and memorabilia to mark 25 years of Melanesian solidarity and growth, the unveiling of the Melanesian carving by member country carvers and a public luncheon for all. 

Nirua advised the official program will soon be circulated to all member countries, governments and the people of Melanesia.

He expressed his satisfaction that the committee for the special event, comprising of government officials and key stakeholders are planning to stage a memorable launching at the Independence Park.
MSG has instead deemed it fit to welcome with open arms the Indonesians to the MSG on an Observer Status and neglected spiritual calls to have West Papua a fundamental part of the MSG.

The Daily Post has been told Sunday that the MSG Secretariat in Port Vila has not received any application for West Papua to be an Observer.

Australia West Papua Association letter to Papua New Guinea Prime Minister

Dear Prime Minister,

I am writing to you on behalf of the Australia West Papua Association in Sydney to thank you for raising concerns about the human rights situation in West Papua[1] with the Indonesian Government.  We know that PNG has been a good friend to the West Papuan people and we urge you to continue to do all you can to help raise awareness about the human rights abuses being committed by the Indonesian security forces in West Papua at international forums such as the Human Rights Council and other UN bodies. 
In relation to the Melanesian Spearhead Group (MSG). 

We note that the MSG has granted observer status to Indonesia at the MSG and AWPA urges PNG to now support full membership for the Melanesian people of West Papua at the next MSG Summit to be held in New Caledonia (Kanaky) in 2013. A precedent previously given by the MSG to the Front de Liberation Nationale Kanak et Socialiste (FLNKS) of Kanaky (New Caledonia). We believe you would have the support of the people of PNG in doing so.  In response to the question, “do you support independence for West Papua?” (in a poll by the Pacific Institute of Public Policy  in 2011),  a clear majority of respondents across Melanesia said yes, with very high support in PNG (89.3%).

We believe the MSG can play an important role in helping facilitate dialogue between representatives of the West Papuan leadership and the Indonesian Government. The West Papuan people have been calling on the international community for years to support such dialogue as a way of solving the many issues of concern in West Papua. We urge you support those representatives of the West Papuan people involved in the self-determination struggle being granted full membership at the next MSG Summit.

In an exclusive interview with West Papua international activist now Vanuatu citizen, Andy Ayamiseba said PM Kilman has betrayed the trust accorded to him by the people of Vanuatu, the Parliament and the Council of Ministers.

The Council of Ministers meeting that was held to purposely instruct Prime Minister Sato Kilman to vote against any MSG decision to invite Indonesia was perhaps just a ploy to appease West Papua supporters outside and in government.
Yesterday after the MSG Leaders’ Summit, a statement from MSG Secretariat revealed that leaders have welcomed the formal admission of the Government of the Republic of Indonesia and the Government of the Democratic Republic of Timor-Leste as Observers to the MSG.

Not only that but MSG leaders, including Prime Minister Sato Kilman “endorsed the additional participatory rights and obligations for Observers Leaders (which includes Indonesia) to participate at future meetings”.

Outspoken Chief and member of the Oceania Decolonising Committee (ODC), Chief David Richard Fandanumata has expressed disappointment over Indonesia being offered observer status in the Melanesian Spearhead Group (MSG) saying Vanuatu should withdraw its membership.
