Indonesia: UN Rights Visit Can Challenge Discrimination, Impunity

Written By Voice Of Baptist Papua on November 11, 2012 | 9:56 AM

Plight of Religious Minorities and Papua Abuses Are Serious, Ongoing Problems
(New York) – The visit of United Nations High Commissioner for Human Rights Navanethem Pillay is an opportunity to highlight concerns about discrimination against religious minorities and impunity for state security forces in Indonesia, Human Rights Watch said today. Pillay is on an official visit to Jakarta from November 12-13, 2012.
We hope the visit of High Commissioner Pillay will spotlight the country’s most serious human rights challenges. Indonesia should realize that religious discrimination, impunity, and the deterioration in rule of law is a recipe for violence, abuses, and lawlessness.
"Brad Adams, Asia director".

“We hope the visit of High Commissioner Pillay will spotlight the country’s most serious human rights challenges,” said Brad Adams, Asia director at Human Rights Watch. “Indonesia should realize that religious discrimination, impunity, and the deterioration in rule of law is a recipe for violence, abuses, and lawlessness.”

Indonesia indigenous peoples: We exist!

Written By Voice Of Baptist Papua on October 30, 2012 | 12:28 AM

The government of Indonesia this month responded to UN recommendations to recognize the rights of its indigenous peoples by claiming that none live in the country. In a response to the UN's Universal Periodic Review, a four–year human rights check-up for all countries, Indonesia said, "The Government of Indonesia supports the promotion and protection of indigenous people worldwide… Indonesia, however, does not recognize the application of the indigenous peoples concept… in the country."

The UN’s report recommended that Indonesia should consider ratifying International Labor Organization Convention 169, the only international standard for indigenous and tribal peoples. It also recommended that Indonesia should secure the rights of its indigenous peoples, especially to their traditional lands, territories and resources.

UK-based advocacy group Survival International believes that "Indonesia treats its indigenous and tribal people worse than any other country in the world," especially citing the case of West Papua, where killings, torture and rape of tribal people have been repeatedly documented. The figure of 100,000 people killed since 1963 is believed to be a "conservative estimate," according to Survival.

The Indonesian government does recognize exactly 365 distinct ethnic and sub-ethnic groups—but defines them as "komunitas adat terpencil," or "geographically-isolated customary law communities." These number approximately 1.1 million, out of a total population of nearly 250 million. Indonesia is a signatory to the UN Declaration on the Rights of Indigenous Peoples, but the government's official position is that concept of indigenous peoples is not applicable to the country, as almost all Indonesians (with the exception of the ethnic Chinese) are indigenous.

The national indigenous peoples' organization, Aliansi Masyarakat Adat Nusantara (AMAN), uses the term masyarakat adat to refer to indigenous peoples (meaning, more or less, "traditional communities"). By AMAN's estimate, Indonesia is home approximately 50 million indigenous and tribal people. West Papua, Eastern Indonesia: Sweeping Wamena

Religious Liberty Prayer Bulletin (RLPB) 181 Special to ASSIST News Service

Elizabeth Kendal
AUSTRALIA (ANS) -- The Dutch first brought the gospel to Dutch (West) New Guinea, along with health care and education, gradually transforming the coastal towns. When Mission Aviation Fellowship (MAF) USA arrived in the mid-1900s, the previously inaccessible interior was opened to pioneer missionaries, several of whom lost their lives in the service of the gospel. In a relatively short space of time (in history), endless tribal war and shamanism came to be replaced with worship of the Lord -- Papua was transformed.
When Indonesia gained independence in 1949, the Dutch retained control of Irian Jaya believing the Melanesian Christians were simply too distinct from Javanese Muslims to be under Indonesian rule. Indonesia, however, invaded the resource-rich region in 1961 and, with the complicity of the UN and USA, annexed it in 1969. Ever since, Papua's Melanesian Christians have suffered while their spectacular land has been militarised, exploited, colonised and Islamised.
This is the slow genocide of a Christian people. The West ignores this, deeming good relations with Indonesia to be more in line with Western economic and geo-strategic interests. Surely God is not pleased.

West Papua National Committee (KNPB) is a pro-independence advocacy group committed to peaceful activism. Because 'Special Autonomy' has failed, the KNPB is calling for the UN to oversee a referendum on self-determination. In early June Indonesian soldiers rampaged though the KNPB stronghold of Wamena, the largest town in the central highlands. (PHOTOS) Then on 14 June Indonesian police shot KNPB deputy, Moses Mako Tabuni, in a Jayapura street. Shot in the hip, he died in police custody en route to hospital. Police allege Tabuni was 'resisting arrest', but human rights groups doubt this and local witnesses deny it. UK-based Papuan activist Benny Wenda has labelled it an 'assassination'.

On 29 September, after a couple of minor bombing incidents, Indonesian authorities launched a sweep through Wamena and its surrounding villages. They claim they found explosive materials in the homes of KNPB members, nine of whom have been arrested. Papua is a deeply Christianised culture and many Papuan civic leaders are also church leaders. One such leader, the Moderator of the Papuan Baptist Church, Reverend Socratez Sofyan Yoman, is certain the bombings were the work of Indonesian security forces who are now using them to justify launching anti-terror operations against peaceful, pro-independence activists. Human rights monitors agree with that assessment. The director of the Papua branch of Institute for Human Rights Study and Advocacy (Elsham), Ferry Marisan, comments: 'We observed their [KNPB's] activities in Papua . . . they never staged violent acts, let alone kept firearms or explosives.' Actually, the activities attributed to the Indonesian security forces are their all-too-familiar modus operandi. Driven by racial and religious hatred and greed, the Indonesian security forces (who make a lot of money in Papua) routinely provoke or fake Papuan separatist incidents to justify launching vastly disproportionate, violent anti-terror measures against the separatists.

Indonesian police, the Australian-trained anti-terrorism squad Detachment 88 and the TNI (Indonesian military) have been sweeping Wamena and surrounding villages, forcing thousands of Papuans to flee into the bush. On 10 October one pastor, who hopes his presence with the displaced will provide them with a degree of protection and a means of communication, made an urgent appeal for prayer. Mass rallies protesting Indonesian repression and human rights abuses will be held across Papua on Wednesday 24 October.

PLEASE PRAY SPECIFICALLY THAT GOD WILL --
  • intervene for his displaced and traumatised people; may he in indignation fight for them and compensate them, and in love gather, lead, carry and comfort them.

'Behold, the Lord GOD comes with might, and his arm rules for him; behold, his reward is with him, and his recompense before him. He will tend his flock like a shepherd; he will gather the lambs in his arms; he will carry them in his bosom, and gently lead those that are with young.' (Isaiah 40:10,11 ESV)

  • magnify, sharpen and empower the voices of Papuan church leaders who risk their lives to speak out against cruelty and injustice; may their words not only enter ears and be heard, but pierce consciences and compel action.
  • effect a breakthrough to prevent genocide and restore the dignity of his people, that the LORD might be praised and glorified in Papua.

SWEEPING WAMENA (PAPUA, EASTERN INDONESIA)

Papua's Melanesian Christians suffer under Indonesian rule as their land is militarised, exploited, colonised and Islamised by Javanese Muslims. This is the slow genocide of a Christian people. Driven by racial and religious hatred and greed, Indonesian security forces routinely provoke or fake Papuan separatist attacks to justify launching violent anti-terror measures against Papuan civilians. Since June, Indonesian security forces (including Detachment 88) have been 'sweeping' Wamena, the largest town in the central highlands, on the pretext of fighting terrorism. Thousands of Papuan civilians have been driven from their homes into the inhospitable jungle. Nine members of the pro-peace, pro-independence advocacy group, the West Papua National Committee, have been framed as 'terrorists'. Church leaders are appealing for help, and especially for prayer.

HHRC: Indonesia Police arbitrarily arrested five Papuan activists and copy documents related to their political activities

SSUES: Arbitrary arrest & detention, fabrication of charges, freedom of expression, right to fair trial, rule of law

Penangkapan Aktivis KNPB Buctar Tabuni
The Asian Human Rights Commission (AHRC) has received the information regarding the arbitrary arrest of five Papuan activists in Jayapura, Papua on 12 October 2012. The five activists were arrested on the allegation of involvement in importing or distributing explosive materials. The police did not have any evidence to arrest and detain them and they were later released. The police, however, copied several documents belonging to the activists related to their political movement.

CASE NARRATIVE:

According to the information we obtained from Yasons Sambom himself, he and his friends Denny Hisage, Anike Kogoya, Feliks Bahabol and Linus Bahabol were on their way to Nabire by the Lapobar ship when the police arrested them at around 9.20pm.
They were initially put under the custody of the Sea Harbour Security Execution Unit (KP3 Laut) Jayapura before being moved to the Papua Regional Police Station at around 11-12pm for interrogation. The interrogation of some of the activists started at 1am on the next day and lasted until 4am whereas the remainder were questioned from 2.30am until 6am. It is not until 11 on 13 October 2012 that the five activists were released. None of the activists were given the opportunity to contact any legal counsel to accompany them during the questioning.

The five activists were arrested for allegedly violating Article 187bis of the Penal Code concerning their alleged involvement in importing explosive materials to Indonesia territory. Several weeks before the arrest, two bombs were found at the secretariat of the West Papuan National Committee (Komite Nasional Papua Barat, KNPB) in Wamena and the police suspected Yasons along with his friends to be linked to it. The allegation, however, could not be proven and the police later released the activists after their 24 hours of arrest. According to the transcript of the police interview with the arrested persons, the police considered Yasons as the suspect of the bomb case in Wamena, Denny is merely a witness, whereas the status of the rest three is still unclear.

Yasons Sambom and Denny Hisage are well known for their activities in favour of Papuan independence, whereas the three other arrested people are university students. There is an allegation that their arrest was actually more likely to have been caused by their political activities instead of the suspicion that they were involved in the import of explosive materials.
On the day of the arrest, the police seized several belongings of the activists which contained confidential and important information regarding their political activities. Those belongings include a laptop, four USB flash disks and one CD containing several documents – none are related to the import of illegal explosive materials which was the crime the activists were alleged to be involved in. Although the police returned all of these items to Denny Hisage and his friends, they managed to copy the documents before releasing the activists.

ADDITIONAL INFORMATION:

Prosecution, trial and punishment of activists in Papua are ongoing human rights issues taking place in the region. The use of articles concerning treason or treason-related activities (Article 106, 110 and 160) against the activists is typical that it has been a concern of several states involved in the UN Universal Periodic Review (UPR) on Indonesia last May.
Leaders and members of pro-independence groups or those who are in favour of the independence movement had also been prosecuted with other criminal provisions which in many cases they had not breached. In the past, Yason himself was arrested twice. He was firstly arrested in 2009 due to his involvement in a peaceful protest asking the government to stop the violence and abuses in Papua. Later in May 2011 he was arrested without a clear charge and several documents on his political activities saved on his laptop were also copied by the police.

Victims of fabricated charges might seek compensation to the court once the legal proceedings against them prove they are not guilty. Yet the officers responsible for such abuse are unlikely to be criminally punished due to the absence of a law provision criminalising the fabrication of charges by law enforcement officials. The only specific prohibition on fabrication of charges is found in Article 6 letter (k) of Government Regulation No. 2 Year 2003 concerning the Discipline Rule for Members of Indonesian National Police whose one of articles sets out ‘in exercising their duties, the members of the Indonesian National Police are prohibited to manipulate cases’.

A complain to the Security and Profession Division (Propam), an internal oversight mechanism of the police, may be lodged by the victims yet the sanctions to be imposed will only be disciplinary. The similar government regulation sets out that any police officers who has manipulated a case may be sentenced to a maximum of 21 days of isolation which in some cases may be extended up to a further seven days.

The Criminal Procedure Code gives authority to the police to seize goods as well as to perform document checks. Goods to be seized and documents to be checked, however, have to be related to the crimes allegedly committed by the suspects. Article 39 of the Code sets out five general categories of seize-able goods: those which are products of a crime, used for a crime, used for halting the investigation of a crime, created specifically for a crime, and other goods that are directly related to the crime.

SUGGESTED ACTION:

Please write to the listed authorities below asking them to ensure investigation on the arbitrary arrest, seizure and fabrication of charges of the five Papuan activists to take place.

The AHRC is writing a separate letter to the UN Special Rapporteur on the promotion and protection of the right of opinion and expression as well as the UN Special Rapporteur on the rights to freedom of peaceful assembly and of association.

Forum Anti Militerisme Menolak Wakil Presiden Ke Papua

Written By Voice Of Baptist Papua on October 10, 2012 | 6:09 PM

Wapres RI Dr. Boediono (phot SP)

West Papua: End Australian complicity in genocide

Papuan Photo: uwip.org

The Socialist Alliance condemns the Australian government’s ongoing support for Indonesian security forces, particularly the Detachment 88 “counter-terrorism” unit implicated in human rights abuses in the occupied nation West Papua and elsewhere in Indonesia.

Detachment 88 has operated in West Papua for several years and has been implicated in killings, harassment and torture of Papuans as part of Indonesia’s efforts to repress the movement for independence.

The latest crackdown by security forces — which included the alleged involvement of Detachment 88 in the killing of West Papua National Committee (KNPB) leader Mako Tabuni — has finally gained much-deserved attention from the mainstream media and put pressure on the Australian government over its complicity in the repression.

Detachment 88 was formed after an agreement between Indonesia and the Australian government following the terrorist bombing in Bali in 2002. Australia has given tens of millions of dollars to pay for the unit’s equipment, training and facilities. The Australian Federal Police have also held special training seminars for the unit’s members.

The Australian government also has long-term links to the Kopassus special forces unit, notorious for its long history of human rights abuses throughout Indonesia, East Timor and West Papua.

As new KNPB leader Victor Yeimo told ABC TV's 7.30: “You [Australia] give money for Indonesia to kill people in West Papua. You are the perpetrators ... you are the actors of violence in West Papua.

“Australian government — also American government — they are actors of violence in West Papua because they fund them, they train them, and then with the gun they kill people. They kill us like animal.”

Australia has also provided political cover for successive Indonesian governments to maintain a regime of brutality in West Papua. Foreign minister Bob Carr’s comments on 7.30 on August 28 were typical of this — defending Indonesian officials as being “responsive” when Australian diplomats raised human rights concerns, despite human rights abuses continuing.

Western countries have long been complicit in Indonesia’s brutal treatment of West Papua. The harsh regime has helped facilitate the exploitation of the area’s riches in natural resources by Western and Indonesian companies. Papuans see little benefit from the pillaging of their land, and have the lowest standard of living in Indonesia.

The Socialist Alliance recognises West Papua’s status as an illegally colonised nation. It supports the independence movement’s campaign for freedom from oppression, including its calls for an internationally supervised referendum on independence.

The Socialist Alliance calls on the Australian government to cut all ties with the Indonesian security forces. It must pressure Indonesia to bring to justice those responsible for human rights abuses, including any responsible commanders and politicians.
Australia should pay reparations to the West Papuan people for any abuses committed by forces funded and trained by Australia.

The Socialist Alliance also calls on the Australian government to end its political support for Indonesia’s crimes and to recognise the right of the West Papuan people to exercise self-determination.

Etan: West Papua Report August 2012

Written By Voice Of Baptist Papua on September 9, 2012 | 6:37 PM

This is the 100th in a series of monthly reports that focus on developments affecting Papuans. This series is produced by the non-profit West Papua Advocacy Team (WPAT) drawing on media accounts, other NGO assessments, and analysis and reporting from sources within West Papua. This report is co-published with the East Timor and Indonesia Action Network (ETAN). Back issues are posted online at http://www.etan.org/issues/wpapua/default.htm Questions regarding this report can be addressed to Edmund McWilliams at edmcw@msn.com. If you wish to receive the report directly via e-mail, send a note to etan@etan.org.

SUMMARY
Indonesian security forces have detained Papuans attempting to raise funds for medical care for Papuan political prisoners. Indonesia has long fallen short of its international obligations to provide medical care for prisoners. Meanwhile, private efforts to raise funds for medical care for Papuan political prisoner Filep Karma are progressing well.
Australian researchers have noted evidence of expanding operations by Indonesia's notorious Detachment 88 which is heavily funded by the U.S. and Australian governments. An observer is raising questions about the impact of international solidarity movements aimed at helping Papuans, contending that the involvement of western-based organizations in the solidarity movement may instigate Jakarta's security approach in West Papua.
WPAT invites comment on this argument. A number of international groups named in a list of OPM supporters have issued a statement rejecting the Indonesian charges, challenging the government's strategy of seeking "to blame others for problems created by the Indonesian government's and security forces' own policies and actions." An Indonesian lawmaker has charged Freeport with "arrogance" as negotiations between the U.S. mining giant and the Indonesian government fail.
WPAT notes the larger tragedy that Papuans have never played a significant role in such negotiations over the exploitation of Papuan natural resources. The Asian Human Rights Commission has published an excellent article on the Merauke Integrated Food and Energy Estate (MIFEE).

Australia's West Papua bind

Written By Voice Of Baptist Papua on August 29, 2012 | 8:08 PM

Change won't come easily for West Papua, writes Professor Damien Kingsbury. But as long as Australia demurs on the issue, it will continue to be linked to human rights abuses there.

Densus 88 di latih Australia
It seems that no matter how cordial Australia's relationship with Indonesia is, or how much it is desired to be so, perennial issues continue that call aspects of that relationship into question.

Critically, the gap between how Australia officially engages with Indonesia and how that engagement is more widely viewed within Australia continues to test the relationship.

This has again been illustrated with the continuing human rights problems experienced in West Papua, which have been the subject of a report on the ABC's 7.30.

That story highlighted the role of the Indonesian police anti-terrorist squad Special Detachment 88 ('Detasemen Khusus 88', usually abbreviated as Den 88), which receives support from the Australian Federal Police.

Australian Foreign Minister Bob Carr said that official representation to the Indonesian government had been made about specific issues concerning Den 88's activities in West Papua. But, as with foreign ministers before him, he has been caught between having to balance Australia's often tricky relationship with its largest near neighbour with widely accepted fundamental values that inform Australian public life.

Den 88 was established in 2003 following the Bali bombing in which 88 Australians were killed. As well as receiving Australian support, Den 88 is supported by the US State Department's Diplomatic Security Service and is mostly trained by former US special forces members, under the CIA, at Megamendung, 50 kilometres south of Jakarta.

Part of the rationale for establishing Den 88 was that, at a time of growing Islamist terrorism in Indonesia, Indonesia's key counter-terrorism unit, the army's Kopassus (Special Forces) Group 5 (renamed Duty Unit 81 Counter Terrorism), had itself been deeply implicated in widespread human rights abuses and the employment of terrorist tactics.

Following Indonesia's democratisation and a reduction of army control, it was regarded as more appropriate to 'civilianise' domestic counterterrorism by handing it to the police.

However, Indonesia's police force, only removed from military control in 2000, has continued to have a paramilitary function. In regions such as West Papua, it also continues to operate within the military chain of command. There is much evidence to implicate Den 88 in a string of serious human rights violations, including murder, torture and kidnapping.

Importantly, too, while Indonesia has undergone a process of democratisation and its conflicts elsewhere have been effectively resolved, West Papua remains quarantined from most of those changes. In this respect, the history of impunity by the army and police continues largely unaffected in West Papua.
The underlying problem has been that president Susilo Bambang Yudhoyono used up much political capital on the Aceh peace settlement and has since been stymied over West Papua. Military reform, and effectively reform of the police, has also stopped. Both continue to reflect many of the repressive characteristics of Indonesia's pre-democratic period.

West Papua remains the most important source of significant 'offline' income for both the army and the police, through legal business as well as 'grey' and illegal activities. As a result, they are both deeply reluctant to see the West Papua conflict resolved; repression and reaction in West Papua continue to serve the financial interests of the army and the police.

President Yudhoyono's limited attempt at a political settlement in West Papua have been without any of the politically expensive concessions that were granted to help resolve the Aceh issue. West Papuan activists have, unsurprisingly, rejected such efforts as insincere.

That the West Papuan activists' language is often couched in terms of 'liberation', and that the Morning Star flag continues as their primary symbol, is seen as a provocation by Indonesian nationalists. This is all the justification the army, and the police, require to act in ways that would no longer be tolerated anywhere else in Indonesia.

Within Jakarta, the resource-rich West Papua is seen as a problem that does not require real efforts to fix while it continues to be hugely financially profitable to the Indonesia state. Similarly, knowing that even a reformist leader such as President Yudhoyono has little scope for movement in West Papua, Indonesia's international friends, such as Australia and the US, continue to demure on the issue.

The problem is, however, that this diplomatically realpolitik position continues to be confronted by widely held competing views outside Indonesia. Until enough of Indonesia's friends act strongly enough in concert to assist President Yudhoyono and other reformists to re-start the country's reform process, organisations such as the US and Australian-supported Den 88 will continue to be implicated in serious human rights abuses which most Australians deeply oppose.

Professor Damien Kingsbury is Director of the Centre for Citizenship, Development and Human Rights at Deakin University, and has written widely on Indonesian politics and security. View his full profile here.

George Telek and the sound of West Papua freedom at Olympic Games music event, London 2012

Written By Voice Of Baptist Papua on July 22, 2012 | 10:16 PM

The sound of West Papua freedom was brought to the people of London at the official pre-Olympic concert in Greenwich Park, London, July 21st 2012.

As part of David Bridie's Wantok Music Sing Sing, the flag of West Papua was raised as George Telek was joined on stage by exiled musicians Mambesak and independence leader Benny Wenda, as the crowds of British citizens in the crowd sung along for West Papua freedom.

The voice of West Papua will never be silenced and this will be the first of many West Papua flagraisings to be held during the London 2012 Olympic Games, all directed to bring the worlds attention towards the ongoing genocide that Indonesia is committing against the Papuan population.

Free West Papua. The world is watching.

LSM Desak Kanselir Jerman Tinjau Ulang Penjualan Leopard

Written By Voice Of Baptist Papua on July 16, 2012 | 10:19 PM

Tank Leopard

US State Department urges proper investigation into Papua shootings

Written By Voice Of Baptist Papua on July 12, 2012 | 5:47 PM

The US State Department has condemned recent violence in Indonesia’s Papua region and urged Jakarta to investigate allegations of excessive force by the security forces.

The State Department says it wants to see full and transparent investigations into a recent string of shootings in Papua, most of which have been blamed by police on "unidentified gunmen".

The Huffington Post reports that at least 19 people have been killed in Papua over the last month.
In the killing of the Papuan leader Mako Tabuni last month in Jayapura, police say an officer was forced to shoot him when he resisted arrest.

His death came shortly after he publicly called for police to properly investigate recent shootings.
The US State Department says that limitations on access to Papua for foreign governments, NGOs and journalists only feeds suspicion in the international community about government actions in the region.
It has encouraged Indonesia to take this into consideration when reviewing travel requests.

Written By Voice Of Baptist Papua on July 5, 2012 | 2:56 AM

"Kampanye kita kampanye kemanusiaan.

Aksi hanya berlangsung sekitar 30 menit. Usai beraksi, massa langsung membubarkan diri.

The OPM has announced that it intends to fly the Morning Star flag on July 1, the anniversary of the creation of the TPN, the military wing of the OPM. The flag flying across the territory of West Papua will be accompanied by a fireworks display.

The announcement was made by Lambert Pekikir, general coordinator of the TPN/OPM from his base, Victoria, on the border between West Papua and PNG. He said that troops of the TPN are preparing themselves for the flag-flying which will continue from 1 - 3 July. The OPM will also read out a statement which says among other things that the UN must accept responsibility for all the violations that have occurred in West Papua.

He also said that civilians throughout the territory, Papuans as well as non-Papuans, are advised to stay at home so as to avoid any unnecessary things from happening.

In response to the flag-flying plans, the police force in Papua have announced that they are making preparations for this, and will do everything possible to ensure that no Morning Star flags are flown. A spokesman said that Papuans should not play round with the flag, like children flying kites. The police say that they will take the persuasive approach and have no intention of using firearms in anticipation of the flag-flying. Police spokesman, AKBP Yohannes Nugroho Wicaksono, appealed to those groups who intend to flag the flag not to do so.

The police chief has issued an order for no flags to be flown but if any flags are nevertheless flown, they will be pulled down without the use of violence. He also said that in advance of 1 July, there will be sweepings [of people's homes] and patrols by the police will be intensified.

Written By Voice Of Baptist Papua on June 8, 2012 | 2:38 AM

Socratez Sofyan Yoman (ketua PGBP)

Socratez Yoman, Ketua Umum Badan Pelayan Pusat Persekutuan Gereja-gereja Baptis (PGBP) Papua melalui siaran persnya yang diterima tabloidjubi.com (7/6) via email,

satu kasus pun diungkap pelakunya.

internasional;

West Papua Report May 2012

Papuan demant Referendum
This is the 97th in a series of monthly reports that focus on developments affecting Papuans. If you wish to receive the report via e-mail, send a note to etan@etan.org.

Summary:

One demonstrator was reportedly killed, two were wounded, and 13 arrested in May 1 demonstrations throughout West Papua. The protests marked the 49th anniversary of Indonesia's coerced annexation of West Papua. Indonesian government plans to continue to send settlers from outside into West Papua ("transmigration") has prompted protests from Papuan organizations who fear the further marginalization of Papuans and growing communal tensions. Several international organizations have protested continued, longstanding efforts by the Indonesian government to cover up human rights violations by preventing journalists and rights observers from traveling to or within West Papua. Following large scale peaceful demonstrations in Serui district, Indonesian security forces have launched a crackdown involving sweep operations. The shooting of a civilian aircraft as it landed at an airport in the Puncak Jaya area caused civilian casualties and has prompted unproven charges by authorities that the perpetrators were the Papuan armed resistance organization, the OPM. Papuan leaders have called on the government to conduct a transparent investigation and to engage with local civil and government organizations to put an end to ongoing tensions and conflict in the Puncak Jaya region. They note that security force resort to force in dealing with incidents harms innocent local civilians who are often driven from their homes. Despite its obligations under Indonesian and International law, the Indonesian government is refusing to fund urgently needed medical treatment for Papuan political prisoner Filep Karma. Two new reports reveal extensive "land grabbing" by corporations, backed by the Indonesian government, at the Merauke Integrated Food and Energy Estate (MIFEE) project in southern West Papua. Indonesia faces a quadrennial review of its human rights performance by the UN Human Rights Commission. WPAT member Dr. Eben Kirksey has authored a new book on West Papua.
